Job summary

CORE COMMUNITY ORGANIZED RELIEF EFFORT seeks a Program Director to lead Venezuela Earthquake Response, overseeing shelter repair, debris removal, and demolition with strong donor reporting and financial governance. You will coordinate field teams, vendors, and partners to achieve targets, while maintaining compliance with safeguarding and PSEA standards.

The role reports to the Venezuela Country Representative and requires extensive liaison with donors, government authorities, and the Shelter

Qualifications

• Bachelor level degree in a related field; substantial relevant experience may substitute.
• 8 years in humanitarian or development program management; ≥3 years in a senior role.
• Experience managing grants from UN or major donors; budgets and reporting.
• Experience managing contractors or implementing partners through formal procurement.

Responsibilities

• Lead shelter, housing repair, demolition, and debris removal programs to meet targets and timelines.
• Translate grants into workplans, targets, and weekly field plans.
• Oversee the full case lifecycle from intake to post-distribution monitoring.
• Ensure use of standard tools (BOQs, Task Orders, GRSN, Survey123, Kobo).
• Monitor targets, adjust staffing and resources to close delivery gaps.
• Represent CORE with donors and Shelter Cluster; prepare donor reports.
• Manage budgets with Finance; perform regular budget-versus-actual reviews.
• Provide program and financial approvals with the Country Representative.
