IOM Caracas is seeking a Senior Finance Associate to support the Resources Management Unit with financial, procurement and admin functions in line with IOM rules.

The role focuses on budgeting, accounting, reporting and internal controls, with experience in SAP and Microsoft Office being an asset. Fluency in Spanish is required; English is desirable. This is a short-term contract lasting until 31 December 2026, based in Caracas, Venezuela.

Formación

  • High school diploma with six years of relevant experience or a Bachelor's degree with four years of relevant professional experience.
  • CPA (Certified Public Accountant) is an advantage; IPSAS knowledge is an advantage.

Responsabilidades

  • Provide support to the Resource Management Unit on financial, administrative, procurement and other activities in line with IOM rules and regulations.
  • Provide specialized advice and support to Project Managers and/or Head of Sub-office on financial and administrative matters.
  • Prepare annual budget submissions and revisions including estimating staff costs, rental and utilities, office equipment and other contracts/services.
  • Monitor compliance with financial policies, procedures, rules and regulations.
  • Consolidate data into financial statements and monitor expenditures to stay within authorized levels.
  • Identify weaknesses in internal controls to safeguard assets and propose corrective actions.
  • Provide regular and ad hoc financial information to support informed decision making.
  • Ensure disbursements are properly authorized and documented.
  • Assist in responding to audits and following up on audit recommendations.
  • Review vendor accounts in the accounting system.
  • Assist in preparing budget, accounting, financial, statistical reports.
  • Perform other related duties as required.

Organizational Context and Scope

Under the overall supervision of the Resources Management Officer (RMO) in Caracas and direct supervision of the Finance and Administration Officer; and, in collaboration with relevant units in the Mission, the successful candidate will be responsible and accountable for supporting the resources management functions in the Mission.

Responsibilities
  • Provide overall support to the Resource Management Unit in activities related to monitoring, administrative, financial, procurement and other activities in accordance with IOM rules and regulations;
  • Provide specialized advice and support to Project Managers and/or Head of Sub-office on financial and administrative matters;
  • Provide support preparing annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses;
  • Assist in monitoring compliance with financial policies, procedures, rules and regulations;
  • Consolidate data into financial statements and assist in monitoring expenditures to ensure they remain within authorized levels;
  • Identify potential weaknesses on internal controls to safeguard the Organizations´s assets and propose corrective actions.
  • Provide regular and ad hoc financial information to support informed financial decision making;
  • Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation;
  • Provide assistance responding to audit queries and follow up on audit recommendations;
  • Review the status and monitor the proper maintenance of Vendor Accounts in accounting system;
  • Assist in the preparation of budget, accounting, financial, statistical reports and other reports as required; and,
  • Perform other related duties as required.
Qualifications
Required Qualifications and Experience
Education
  • High School diploma with six years of relevant experience; or,
  • Bachelor’s degree in Business Administration, Accounting, Finances, or related field with four years of relevant professional experience.
  • Certified Public Accountant is an advantage
  • Knowledge of IPSAS is an advantage

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience
  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organize paperwork in a methodical way;
  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.
Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Spanish are mandatory. English is desirable.
