IOM - UN Migration invites applications for the Head of Sub Office position based in Tachira, Bolivarian Republic of Venezuela.

The incumbent will oversee Sub-Office management and coordinate broad IOM programming in alignment with organizational policies and donor agreements.

Formación

  • Bachelor’s degree with two years of relevant professional experience or Master’s degree in related fields.
  • Experience in humanitarian, emergency, migration or development programmes.
  • Experience liaising with government authorities, donors and multi-stakeholders.

Responsabilidades

  • Coordinate Sub-Office activities in line with IOM rules and procedures.
  • Meet with government authorities, NGOs, donors and partners to advance programmes.
  • Maintain working relationships with local authorities, international organizations and NGOs.
  • Contribute to project development and donor liaison activities.
  • Ensure adherence to safety and security procedures in collaboration with UNDSS.
  • Coordinate programme implementation and reporting across the Sub-Office.
  • Provide regular progress updates to senior management and donors.
  • Identify operational challenges and propose corrective actions.
  • Support donor visibility and compliance with donor agreements.
  • Perform additional duties as required.

Organizational Context and Scope

Under the direct supervision of the Head of Programme and in close coordination with the Project Managers, Programme Support Unit and Resources Management Unit, the Head of Sub Office will be responsible and accountable for supporting the overall management of the Tachira Sub Office, as well as for coordinating the implementation of the broad IOM programming in line with IOM policies, standards and commitments.

  1. Assist the Head of Programme and COM in the coordination of the Sub-Office activities in accordance with the IOM’s rules and regulations, and implement institutional procedures across the Sub-Office.

  2. Participate in meetings with Government Authorities, International Organizations, non-governmental organizations, voluntary agencies, as well as public media and Private Sector in close coordination with the supervisor.

  3. In coordination with the Head of Programme and CoM, contribute to maintaining the working relationships with local governmental authorities, international organizations and NGOs, and other stakeholders in the area.

  4. Provide inputs for project development and proposal formulation in close coordination with the Head of Programme, CoM and other Programme Management counterparts.

  5. Promote and monitor the adherence to the safety and security procedures for IOM staff, premises, and assets in the Sub-Office in collaboration with the local Office of the United National Department of Safety and Security (UNDSS) and other relevant stakeholders, through regular participation in Area Security Management meetings.

  6. Coordinate the implementation and reporting of all programme activities in the Sub-Office and its programmatic coverage in line with IOM standards and in accordance with the donor/grant agreements.

  7. Provide regular updates to the Head of Programme and CoM on the progress on programme implementation, achievements and donor liaison issues.

  8. Identify operational challenges and suggest corrective actions to the Head of Programme/ Senior Management Team.

  9. Contribute to the visibility of IOM and the donors as per donor agreements and as relevant to the context.

  10. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,

  • Master’s degree in the above-mentioned fields

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience
  • Experience working in humanitarian, emergency, migration or development programmes.

  • Experience in liaising with government authorities, donors, national/international institutions and multi-stakeholders.

  • Experience supporting project development and reporting.

  • Experience in programme implementation, monitoring and evaluation.

  • Experience working in the Region.

Skills
  • Knowledge of migration management principles, concepts and techniques.

  • Experience working in post-conflict /emergency operations.

  • Ability to coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional background.

  • Ability to work well under pressure and in difficult conditions.

  • Good communication and coordination skills, and ability to draft clearly and concise reports.

  • A high degree of computer literacy.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, full fluency in English and Spanish are mandatory.
