Job description

The Town of Boone Department of Planning & Inspections is seeking qualified applicants for the position of Zoning Administration Manager. The Zoning Administration Manager team member supervises and manages the daily operations of the Zoning Administration team in compliance with all applicable guidelines, regulations, laws, and policies. The Zoning Administration Manager is expected to provide strong leadership and exercise initiative and considerable professional judgment, discretion, and independence of actions in accomplishing Department objectives. This position ensures that all work is performed in full compliance with applicable guidelines, regulations, laws, and Town policies, and supports consistent, predictable service across both functional areas.

Essential Functions/Typical Tasks
  • Supervises and evaluates the work of subordinate team members to ensure compliance with Town regulations and policies, including technical planning work, review of development proposals, preparation of reports, and coordination board work.
  • Serves as lead to the Historic Preservation Commission and any other boards and commissions as needed.
  • Prioritizes and assigns work to personnel and prioritizes own work.
  • Resolves procedural and operational work-related problems.
  • Conducts staff meetings and provides appropriate direction to staff.
  • Requires excellent written and oral communication skills, and the ability to work effectively with Town leadership, other Town staff, Town Council, other Town boards, and the general public.
  • Attends board meetings as required.
  • Ability to reviews applications, civil site plans, subdivision and annexation plats, and other details and specifications for accuracy and completeness related to all types of construction and development.
  • Requires the ability to read, interpret, and fairly and consistently apply the requirements of the Town’s Unified Development Ordinance, Town Code, other applicable state and federal requirements, and department policies.
  • Prepares, maintains, submits, and/or reviews reports and publications; collects and maintains related information; updates and maintains databases.
  • Organize and maintain simple to complex files.
  • This position requires extensive interaction with other department staff, Town departments, outside agencies, applicants, design professionals, and the general public therefore effective collaboration and communication is required.
  • Performs similar or related work as required, directed or as situation dictates.
Knowledge, Skills, And Abilities
  • Excellent written and verbal communications skills, including public presentation skills, with sensitivity to the information needs of stakeholders and audiences.
  • Excellent interpersonal skills for establishing and maintaining effective working relationships with staff, other departments, elected officials, media, and the public.
  • Well-developed knowledge of planning disciplines.
  • Basic knowledge of construction processes.
  • Strong knowledge of computer programs and applications, which may include Microsoft Office, Internet applications, and database management.
  • Requires the ability to read, interpret, and fairly and consistently apply the requirements of the Town’s Unified Development Ordinance, Town Code, other applicable state and federal requirements, and department policies.
  • Present technical information clearly, concisely, and in an informative and interesting manner to elected officials and the public orally and in writing.
  • Problem analysis and decision-making, adaptability/flexibility, and stress tolerance in a highly visible public environment.
  • Ability to work on several projects or issues simultaneously.
  • Ability to manage projects effectively and meet firm deadlines.
  • Ability to facilitate in-person and virtual public participation activities.
  • Model behaviors expected throughout the Town and Departments, including unquestioned integrity, a strong work ethic, respect of others, high motivation and the ability to self-start and work independently, as well as in a team.
  • Promote a culture of inclusiveness that embraces the Town’s diversity and works to engage all facets of the community in civic affairs and departmental programming.
Education and Experience

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in planning or related field and considerable planning experience. At least 2 years of experience in a supervisory role preferred.

Special Requirements

Possession of an appropriate driver's license valid in the State of North Carolina. Certified Zoning Compliance Official certification within two years of starting.

Salary

$74,580 Employee will serve a six-month probation.
