This position offers an opportunity to directly support Overmatch Engineering Support Services (ESS) in support of the Naval Operational Architecture with a specific focus on the Command and Control (C2) and Intelligence, Surveillance, and Reconnaissance (ISR) components. About the Role: PMAT is seeking a Warfighter Tools Analytics (WTA) Lead Systems Engineer to provide comprehensive systems engineering and strategic planning for Battle Management Aids. This role focuses on Navy DevSecOps acquisition, process optimization, and implementation analysis. The successful candidate will ensure mission-support tools are developed with direct input from operational users, evaluated effectively, and continuously improved based on real-world feedback within the Navy’s capability development framework.

Responsibilities:

  • Demonstrate expertise in Open Systems Architecture (OSA), Overmatch (OM), and NAVWAR Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) software development activities.
  • Perform troubleshooting, conduct cybersecurity reviews, support Risk Assessment and Issue Evaluation (RAISE), integrate applications, develop documentation, conduct software testing, and implement cross-domain solutions.
  • Lead fleet engagement and training initiatives, including in-person interactions, briefings, and customer support.

Required Skills and Experience:

  • A minimum of 8 years of experience in software engineering.
  • Previous experience with Program Manager, Warfare (PMW) software projects.
  • Comprehensive understanding of Navy Warfighter Development Centers (WDCs) and their respective mission areas.
    • Familiarity with tools that support these mission areas is advantageous.
  • Proficient knowledge, skills, and abilities in technical program management, including cost, schedule, and performance aspects.
  • Experience in Navy acquisition support, particularly in digital transformation initiatives.
  • Demonstrated experience in engaging with fleet stakeholders across various domains, including DevSecOps, sustainment, procurement and installation, new construction, or Research, Development, Test, and Evaluation (RDT&E).
  • Subject matter expertise in Navy Operational Architecture, encompassing tactical systems, data management, and operations.
  • The Lead Fleet Integration Engineer (LFIE) will collaborate directly with fleet stakeholders, WDCs, tool developers, and senior advisory leads to ensure tools are appropriate to fill mission gaps, measurable for success, and that feedback is received and incorporated into the WTA process.

Education and Certification Requirements:

  • Bachelor’s or Master’s degree in a STEM-related field is required.

Citizenship and Clearance Requirements:

  • U.S. Citizenship is required.
  • An active DoD Secret security clearance is required.

Location:

Work Environment: PMAT offices as needed. Remote work is also acceptable depending on location and access to a PMAT office. In some cases, work in a government facility may be required. Travel may be required for customer engagement, team coordination, and potentially for business development.
