Responsibilities

• Assess the Submarine Industrial Base workforce and understand supplier requirements.
• Interface with SIB suppliers to understand workforce requirements, pipeline, recruitment, retention and difficulties.
• Conduct program analysis and performance monitoring.
• Provide daily program, analytical and acquisition management support to senior executives.
• Document and refine mission requirements.
• Coordinate with PA region stakeholders to fund SIB efforts for ROI.
• Facilitate stakeholder communication and coordination activities.
• Work with the SIB team across the US on workforce development, marketing, supply chain and technology.
• Address workforce and supply chain issues with submarine shipbuilding suppliers.
• Provide operational planning and execution support.
• Collaborate with IBAS on regionalization strategies for training and placement.
• Evaluate projects including capital investments and campaigns.
• Develop relationships with local workforce and economic development organizations.
• Draft information papers for Congressional inquiries.
• Contribute to congressional reporting on SIB spend and ROI.
• Prepare detailed documentation and reporting.
• Travel to regional entities for stakeholder meetings.

Position Description & Qualifications

Serco-NA is seeking a motivated individual to provide help to the Submarine Industrial Base Workforce Engagement Director by engaging with suppliers in Pennsylvania/Appalachia on industrial workforce development and engagement. This individual will assist in engaging with academic institutions, trade schools, community colleges, suppliers and shipyards within the maritime industrial base on matters related to industrial work force hiring, training, retention, and all other workforce related issues. SIB has been tasked to grow and assist the industrial workforce in Pennsylvania to include interaction with maritime suppliers; training opportunities and education including educating K-12 on industrial workforce; assisting trade schools; or interfacing with community colleges/trade schools. This is a fast-paced environment requiring daily interactions with suppliers and other companies as you assist with achieving SIB’s mission. You will perform intermediate mission support tasks, assist in strategic planning, and provide insights to optimize mission operations. You will be 100% remote thus you must be a self-motivated person who can interface with leadership; identify issues with little guidance; develop and articulate a business plan; work with other companies to create statements of work with deliverables; take charge and drive your plan to success; and achieve actionable results that provide a return on investment. This position will be filled remotely in Pennsylvania as you work from your home or travel to engage with suppliers.

Program Overview

The Submarine Industrial Base (SIB) Program leads the U.S. Navy's effort to revitalize America's shipbuilding and repair capabilities. Established in September 2024, the program strengthens and expands the industrial base that builds and maintains surface ships, aircraft carriers, and submarines vital to national defense.

DRPM Subs Is Responsible For

• The acquisition of COLUMBIA Class Submarines, including R&D, design, construction, Test and Evaluation (T&E), and Live Fire Test and Evaluation (LFT&E). This program is a major defense acquisition effort with significant Congressional and OSD visibility.
• The acquisition of VIRGINIA Class Submarines, including lifecycle management, T&E, LFT&E, and Fleet introduction, with an estimated lifecycle cost of ~$336B.
• The SSN(X) program, responsible for next-generation fast attack submarine design and acquisition, emphasizing speed, stealth, payload capacity, and operational endurance.

Serco supports the US Navy as prime for SHAPM contract supporting the acquisition of submarines and surface vessels.

In This Role, You Will

• This individual will assess the Submarine Industrial Base workforce and develop an understanding of the overall requirements and challenges faced by submarine suppliers.
• This individual will interface with SIB suppliers to understand their workforce requirements, pipeline, recruitment, retention, and difficulties they are facing related to the workforce.
• Conduct program analysis and performance monitoring.
• Provides daily program, analytical, and acquisition management support to senior level executives.
• Document and refine mission requirements.
• Works with multiple stakeholders across the PA region to expedite evaluation, determine critical areas, and assess how to fund SIB efforts that produce optimal return on investment.
• Facilitate stakeholder communication and coordination activities.
• Work with the SIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
• Works closely with submarine shipbuilding suppliers to address critical workforce and supply chain issues they face.
• Provide operational planning and execution support.
• Works with Industrial Base Analysis and Sustainment (IBAS) to implement regionalization strategy which encourages a broad regional strategy to strengthen the Navy industrial base in the region and create an ecosystem with sufficient training, placement, and retention efforts to meet and sustain regional workforce demand.
• Evaluates projects and initiatives including capital projects that will increase throughput capacity in the maritime trades, curriculum development, social media/marketing campaigns, and veteran/veteran spouse outreach, among others.
• Conduct risk assessment and manage mitigation strategies.
• Develop relationships with local and regional workforce and economic development organizations.
• Drafts information papers in response to Congressional inquiries.
• Provides input to Report to Congress regarding SIB spend goals and associated return on investment.
• Assist in preparing detailed documentation and reporting.
• Travels to regional entities to meet with local stakeholders about workforce initiatives.
