Iowa Workforce Development (IWD) is seeking applicants for the position of Workforce Program Coordinator in our Unemployment Insurance (UI) Division, Tax Bureau.

Domicile will be determined based on the hired candidate’s location at one of our Iowa WORKS Centers: Des Moines, Cedar Rapids, Council Bluffs, Sioux City, Spencer, Ottumwa, Burlington, Davenport, Dubuque, Denison, Fort Dodge, Waterloo, or Mason City, IA.

Position Details

• Schedule: Full-time | Monday – Friday | 8:00 AM – 4:30 PM
• Work Flexibility: Hybrid telework and alternate schedules available after six months of employment and training have been completed.

New Hires will start at base starting wage: $30.57/hour, $2,445.60 bi-weekly, $63,585.60 annually

Position Overview

Collaborate with UI Bureau Managers and other IWD units to evaluate and resolve operational problems and issues in the UI Tax program. Respond to US Department of Labor requests relating to employer liability, status determinations, and tax auditing issues. Demonstrate knowledge of US Department of Labor performance standards and collaborate with Tax Bureau Managers to translate standards into performance expectations.

Description Of Work And Responsibilities

Quality Review

Responsible for independently overseeing, planning, and organizing quality review activities for the IWD Tax Bureau. Analyze management concerns related to staff procedural errors and provide recommendations to department and division leadership. Identify issues in work processes and workflow by conducting studies on staff behavior across various scenarios. Review existing policy and develop specialized program studies based on collected data. Recommend solutions to reduce errors within the Iowa Unemployment Insurance program and communicate findings to management.

Compile all departmental procedures, workflows, and policies for evaluation, removal, or update to ensure compliance with USDOL regulations outlined in the ETA 407 Handbooks. Draft future procedural, process, and policy changes for review by legal counsel and division leadership to support the efficient and effective operation of the UI Tax Program. Provide accurate data to leadership to support decisions on potential law, policy, and procedural improvements. Keep staff informed of management goals and planned changes. Complete all aspects of the UI Tax procedures, processes, and policy functions to maintain a comprehensive and up-to-date manual for the department.

PUBLIC RELATIONS

Maintain a working knowledge of State and Federal Employment Security Law, Bankruptcy Law, and Civil Law regarding UI Tax. May Confer with employers, accountants, attorneys, legislators and agency personnel regarding the Iowa Employment Security Law. Participate in committees and assist other departmental personnel in the completion of other Tax related projects as assigned by supervisor.

Review findings of Quality Control for assigned area and prepare records and reports to update and/ or change agency records.

COMMUNICATION

Using data gained during quality review, developing internal procedures, designs technical training and materials for new staff and on-going. Under Management direction, assist in delivering training to the Tax staff, and management for the following programs: field audit, employer liability, collections, account maintenance and accounting. Coach staff with questions pertaining to Unemployment Tax Insurance.

Prepare periodic reports for management on the progress of skill development of staff within the Tax Division. Attend management planning and policy-making meetings and provides advisory support.

Provide recommendations to management regarding necessary changes to Tax Division rules, policies, and procedures; identify problems and analyze all information gathered.

Minimum Qualification Requirements

A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business, public administration economics, planning, or a closely-related field equals one year of full-time experience.
• Current, continuous experience in Iowa Workforce Development that includes two years of full-time work in employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
