Workforce Consultant (Title I Youth and Adult Services) – Waterloo, IA

This position will serve Waterloo and the surrounding area, with office location at IowaWORKS in Waterloo, IA.

CATEGORY/LEVEL: PSS/7 (12-month position)

BASIC FUNCTION: We are seeking a highly motivated and experienced Workforce Consultant to oversee Title I services as part of the Iowa Workforce Innovation and Opportunity Act (WIOA) for youth and adults. As a Workforce Consultant, you will play a critical role in designing, implementing, and evaluating programs and services aimed at enhancing the employability and economic self-sufficiency of adults and youth in Iowa.

START DATE: ASAP

SALARY AND BENEFITS: Starting salary of $41,500 to $49,800 depending on experience. Benefits package includes Blue Cross/Blue Shield health insurance; eye care, dental, life and disability insurance; paid vacation and sick leave; a choice of IPERS or TIAA retirement plans, and a variety of additional optional benefits.

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Human Services, Social Work, Counseling, Education, Business Administration, or a related field.
  • Experience working in workforce development, youth services, education or related fields.
  • Knowledge of federal and state regulations governing workforce development programs, including the Workforce Innovation and Opportunity Act (WIOA) and Title I requirements.
  • Strong interpersonal, communication, and organizational skills.
  • Ability to work collaboratively with diverse stakeholders and communities.
  • Proficiency in data management, report writing, and Microsoft Office applications.
  • Commitment to promoting equity, diversity, and inclusion in workforce development initiatives.

PREFERRED QUALIFICATIONS: Master’s degree preferred.

RESPONSIBILITIES AND DUTIES:

  1. Program Implementation:
    Develop, implement, and evaluate Title I Youth Services programs in alignment with the objectives of the Workforce Innovation and Opportunity Act (WIOA). Collaborate with state and local agencies, educational institutions, community organizations, and employers to ensure effective program delivery. Monitor program performance metrics and outcomes to assess effectiveness and compliance with federal and state regulations.
  2. Youth Outreach and Engagement:
    Identify and engage eligible youth populations, including disadvantaged, at-risk, and underrepresented individuals, to participate in Title I programs. Conduct outreach activities, workshops, and informational sessions to promote program awareness and recruit participants. Provide individualized guidance and support to youth participants to assess their career interests, skills, and training needs.
  3. Case Management and Support:
    Conduct comprehensive assessments to identify barriers to employment and develop customized service plans for adult and youth participants. Offer career counseling, job readiness training, and life skills development to enhance participants’ employability and self-sufficiency. Connect adult and youth participants with educational opportunities, vocational training programs, internships, apprenticeships, and employment opportunities.
  4. Partnership Development:
    Cultivate and maintain collaborative relationships with local employers, industry associations, workforce development boards, and other stakeholders to create internship and job placement opportunities for adult and youth participants. Liaise with educational institutions, including schools, colleges, and vocational training providers, to coordinate educational and career pathways for adult and youth participants.
  5. Documentation and Reporting:
    Maintain accurate records of participant demographics, program activities, services provided, and outcomes achieved. Prepare regular reports, data analysis, and performance evaluations to document program impact and compliance with regulatory requirements.

Perform in a manner which strengthens the coordination and cooperation of all organizational components of the College, including opportunities for student recruitment.
