Job summary

Switch is seeking a Workforce Compliance Program Manager to own Switch’s pre-employment background screening within People Services. This lead role requires sound judgment, careful review, and consistent application of screening standards.

You will partner with Recruiting, HR, Legal, Security, and third-party vendors to improve accuracy, timing, and documentation, and you will guide adjudication decisions and adverse action workflows.

Qualifications

  • 7+ years of relevant professional experience in background screening, HR operations, workforce compliance, investigations, employment practices, or a related field.
  • Experience managing complex cases with established standards.
  • Experience with third-party background screening vendors and program requirements.

Responsibilities

  • Manage end-to-end administration of Switch’s pre-employment background investigation and screening program.
  • Manage third-party background screening and drug screening vendors, including SLAs and escalations.
  • Monitor investigations, resolve discrepancies, and ensure candidates move through process on time.
  • Review screening results using adjudication guidelines and identify cases needing review.
  • Prepare case summaries, risk assessments, and recommendations for adjudication decisions.
  • Coordinate adjudication reviews with HR, Legal, Security, and hiring leaders.
  • Lead adverse action workflows with HR to ensure notices and approvals are completed.
  • Maintain confidential, audit-ready records of investigations and adjudication.
  • Coordinate with Recruiting on candidate status and onboarding clearance.
  • Monitor program requirements and address changes or risks in employment practices.

The Role: Workforce Compliance Program Manager

The Workforce Compliance Program Manager owns the day-to-day operation of Switch’s pre-employment background screening program within People Services. This is a lead individual contributor role that requires sound judgment, careful review, and consistent application of established screening and adjudication standards. You will coordinate closely with Recruiting, Human Resources, Legal, Security, hiring teams, and third-party screening vendors. You will also lead projects that improve the accuracy, consistency, and operation of People Services programs.

What You’ll Do
  • Manage the end-to-end administration of Switch’s pre-employment background investigation and screening program.
  • Manage third-party background screening and drug screening vendors, including service levels, escalations, recurring issues, and process changes.
  • Monitor background investigations and screening activity, resolve discrepancies, and help ensure candidates move through the process accurately and on time.
  • Review screening results using approved adjudication guidelines and identify cases that require additional review.
  • Prepare clear case summaries, risk assessments, recommendations, and supporting documentation for adjudication decisions.
  • Coordinate adjudication and escalation reviews with Human Resources, Legal, Security, hiring leaders, and other required stakeholders.
  • Partner with Human Resources on adverse action workflows to ensure required notices, waiting periods, approvals, and documentation are completed.
  • Maintain accurate, confidential, and audit-ready background investigation, adjudication, exception, and candidate records.
  • Coordinate with Recruiting and People Services teams on candidate status, onboarding clearance, and issues that may affect start-date readiness.
  • Monitor program requirements and raise changes or risks related to employment practices, customer requirements, security requirements, or regulatory obligations.
  • Track vendor and program performance, identify recurring issues, and lead practical improvements to workflows, documentation, controls, and reporting.
  • Lead People Services projects related to workforce compliance, onboarding, screening, and other operational programs as assigned.
  • Serve as a subject matter resource for background screening processes, procedures, and escalation paths within People Services.

What You’ll Bring

Required

  • 7+ years of relevant professional experience in background screening, HR operations, workforce compliance, investigations, employment practices, or a related field.
  • Experience managing complex cases or programs that require careful review, documented decisions, and consistent application of established standards.
  • Experience working with third-party vendors and managing service issues, escalations, or program requirements.
  • Working knowledge of employment background screening practices and applicable compliance requirements, including FCRA principles.
  • Experience coordinating work across HR, Recruiting, Legal, Security, or similar stakeholder groups.
  • Experience leading projects or programs with multiple stakeholders, dependencies, and deadlines.
  • Strong written documentation skills and experience handling sensitive or confidential information.
  • Bachelor’s degree in Human Resources, business, compliance, legal studies, or a related field.

Preferred

  • Direct experience administering a pre-employment background investigation or screening program.
  • Experience with employment law, employment practices, or workforce compliance.
  • Experience supporting audits, regulatory reviews, adverse action processes, or formal case adjudication.

The background investigation procedure makes those responsibilities substantive: People Services reviews findings, coordinates adjudication, prepares recommendations, maintains documentation, manages clearance, and coordinates escalations.
