Job summary

JC Automation Corp. is seeking a Work Package Owner to drive a defined project scope from an Owner governance perspective, overseeing performance, risks, interfaces, and progress toward turnover.

You will coordinate design, procurement, construction, systems completion, and CQV teams to ensure on-time, safe execution. In this role you will lead package plans, monitor safety, quality, and schedule, manage stakeholder interfaces, and escalate issues to keep the project aligned with objectives.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Architecture, or related technical discipline; equivalent construction and industry experience considered.
• Minimum 10 years of experience supporting complex industrial, pharmaceutical, biotechnology, semiconductor, or similar capital projects.
• Experience coordinating multi-disciplinary construction, startup, and turnover activities.
• Strong understanding of contractor management, construction execution, quality systems, and project controls.
• Experience with systems completion, mechanical completion, turnover, and CQV processes preferred.
• Strong stakeholder management, interface management, and problem-solving skills.
• OSHA 30 preferred.
• English required; Spanish strongly preferred for projects located in Puerto Rico

ABOUT THE ROLE

A Work Package Owner is responsible for a defined scope area of the project from an Owner governance and integration perspective. The WPO maintains visibility of contractor performance, identifies risks and constraints, coordinates stakeholder interfaces, drives issue resolution, and ensures the package progresses toward mechanical completion and turnover in accordance with project objectives.

The WPO acts as the Owner's advocate in the field, ensuring decisions are made promptly, interfaces are properly managed, and risks are identified early while maintaining clear alignment among design, procurement, construction, systems completion, and CQV teams.

RESPONSIBILITIES

Base Work Package Ownership

• Serve as the Owner representative for an assigned Base Work Package from field mobilization through mechanical completion and turnover.
• Maintain overall awareness of package safety, quality, schedule, cost, productivity, and risk performance.
• Establish and maintain package-level execution readiness and interface tracking plans.
• Ensure Owner obligations and deliverables are completed in accordance with project requirements.

Contractor Performance Monitoring

• Monitor contractor performance against approved safety, quality, schedule, and productivity goals.
• Participate in field walks, coordination meetings, readiness reviews, and contractor progress discussions.
• Identify emerging performance issues and elevate concerns through appropriate project governance channels.
• Verify contractor-reported progress and support project controls reporting activities.

Constraint Management

• Identify and track constraints impacting package execution.
• Coordinate timely resolution of Owner-driven and cross-functional constraints.
• Facilitate decisions related to design clarifications, procurement issues, access requirements, permits, turnover priorities, and operational interfaces.
• Escalate unresolved constraints to project leadership when required.

Interface Management

• Coordinate package interfaces with adjacent work packages, utility systems, infrastructure, commissioning activities, and operational stakeholders.
• Ensure interface risks are identified, documented, tracked, and resolved.
• Support planning and execution of tie-ins, shutdowns, energizations, and system integration activities.

Safety Oversight

• Promote project safety culture and Owner HSE expectations.
• Participate in safety observations, field engagements, audits, and leadership walks.
• Monitor contractor compliance with project safety requirements.
• Track and accelerate significant safety concerns, trends, and recurring issues.

Quality Oversight

• Monitor field quality performance and implementation of approved quality plans.
• Support inspection readiness and adherence to project quality requirements.
• Participate in quality reviews and issue resolution activities.
• Track quality trends, deficiencies, punch list status, and corrective action closure.
• Coordinate installation readiness and integration of Owner-furnished equipment and systems.
• Interface with equipment suppliers and vendor representatives to support successful installation, startup, and turnover activities.
• Track supplier deliverables, technical support requirements, and commissioning readiness.

Schedule & Progress Management

• Support package-level progress assessment and forecasting activities.
• Review contractor look-ahead plans and identify risks to upcoming work.
• Coordinate Owner actions necessary to support planned execution activities.
• Monitor milestone achievement and turnover readiness.

Turnover & CQV Readiness

• Ensure package execution supports the project's systems-based turnover strategy from the earliest stages of construction.
• Monitor progress against mechanical completion, systems completion, turnover, and CQV readiness milestones.
• Coordinate with Construction Management, System Owners, Turnover Leads, CQV, Operations, and contractors to identify and remove barriers to system handover.
• Promote construction sequencing and workface planning that enables phased turnover and efficient CQV execution.
• Track and drive closure of deficiencies, punch list items, documentation gaps, testing activities, and turnover deliverables affecting system readiness.
• Advocate for turnover and startup priorities during package planning and interface discussions.
• Escalate risks that could impact mechanical completion, turnover milestones, commissioning activities, qualification schedules, or startup objectives.

Reporting & Communication

• Provide routine package status updates including risks, constraints, safety trends, quality concerns, schedule impacts, and interface issues.
• Maintain package dashboards, action-item logs, and issue trackers.
• Present package status and recommendations to project leadership as required.

Site Related /Enabling Projects

• Focus on site infrastructure, tie-ins, utility expansion, brownfield interfaces, enabling works, shutdown coordination, and external utility integration.
• Focus on foundations, concrete, structural steel, building envelope, architectural systems, and associated interfaces supporting facility readiness.
• Focus on GMP architectural systems, environmental separation, cleanroom construction, finishes, and room readiness for CQV activities.

Process Piping / Mechanical Systems

• Focus on process utilities, clean utilities, piping installation, mechanical completion, pressure testing, flushing, and turnover planning.

E&I / Automation / Information Technology

• Focus on power distribution, instrumentation, controls, automation systems, network infrastructure, system integration, startup readiness, and commissioning support.

Modular Interconnects

• Focus on field integration of modular systems, interface management, module tie-ins, vendor coordination, and turnover readiness.
• Focus on brownfield integration activities, utility tie-ins, facility tie-ins, shutdown execution support, cutovers, temporary service transitions, demolition interfaces, structural modifications, and coordination with site operations. Responsible for ensuring tie-in readiness, stakeholder alignment, outage planning, permit coordination, operational acceptance, and successful transition from construction to commissioning while minimizing impacts to ongoing facility operations.
