Job summary

Brown & Root Industrial Services is seeking a Workforce Development Coordinator to drive staffing support for industrial projects. You will partner with operations and recruiting to anticipate needs, manage NCCER training, and coordinate onboarding and compliance programs.

The role emphasizes collaboration with educational partners, apprenticeships, and community organizations while tracking workforce metrics and reporting to leadership.

Qualifications

  • Minimum 3–5 years of experience in workforce development, recruiting, training coordination, HR, or industrial operations.
  • Experience in industrial construction, maintenance, petrochemical, refining, chemical manufacturing, or oil and gas preferred.

Responsibilities

  • Coordinate workforce development activities to support staffing for projects.
  • Partner with Recruiting and Operations to identify current and future workforce needs.
  • Develop relationships with technical colleges, workforce commissions, and apprenticeship programs.
  • Participate in career fairs, hiring events, and industry outreach initiatives.
  • Assist with recruiting strategies to attract skilled craft professionals.
  • Coordinate employee training schedules and certification requirements.
  • Manage NCCER training, assessments, and credential tracking.
  • Coordinate onboarding and craft-specific orientation.
  • Assist in developing career pathways and progression plans.
  • Coordinate leadership development programs for foremen and supervisors.
  • Schedule safety, technical, and compliance training.
  • Monitor certifications and qualifications (NCCER, OSHA, TWIC, First Aid/CPR, etc.).
  • Track expirations and renewals; maintain compliance records.
  • Prepare workforce compliance reports for management and clients.

Job description

The Workforce Development Coordinator is responsible for coordinating workforce development initiatives that support recruiting, onboarding, training, certification, compliance, and employee retention across industrial construction, maintenance, and turnaround projects. This position serves as the liaison between Operations, Human Resources, Training, Craft Supervision, Clients, and external workforce partners to ensure a qualified, compliant, and job-ready workforce.

The coordinator manages craft training programs, industry certifications, apprenticeship initiatives, workforce planning, and employee development while supporting company objectives related to safety, productivity, and workforce readiness.

Essential Duties and Responsibilities
  • Coordinate workforce development activities to support project staffing requirements.
  • Partner with Recruiting and Operations to identify current and future workforce needs.
  • Develop relationships with technical colleges, workforce commissions, trade schools, apprenticeship programs, military transition programs, and community organizations.
  • Participate in career fairs, hiring events, workforce development meetings, and industry outreach initiatives.
  • Assist with recruiting strategies to attract skilled craft professionals.
Training & Development
  • Coordinate employee training schedules and certification requirements.
  • Manage NCCER training, assessments, and credential tracking.
  • Coordinate new hire orientation and craft-specific onboarding.
  • Assist in developing employee career pathways and progression plans.
  • Coordinate leadership development programs for foremen and supervisors.
  • Schedule safety, technical, and compliance training.
Certification & Compliance
  • Monitor employee certifications and qualifications, including:
    • NCCER
    • OSHA
    • TWIC
    • First Aid/CPR
    • Respiratory Protection
    • Client-specific certifications
  • Track certification expirations and coordinate renewals.
  • Maintain workforce compliance records within company systems.
  • Prepare workforce compliance reports for management and clients.
  • Ensure workforce documentation meets client and regulatory requirements.
Employee Development
  • Support apprenticeship and mentoring programs.
  • Assist employees with career development opportunities.
  • Coordinate craft progression evaluations and skill assessments.
  • Identify training gaps and recommend development plans.
  • Promote continuous learning and workforce engagement.
Data Management & Reporting
  • Maintain workforce databases and training records.
  • Prepare weekly and monthly workforce development reports.
  • Track KPIs including:
    • Training completion
    • Certification compliance
    • Workforce readiness
    • Apprentice participation
    • Employee retention
    • Internal promotions
  • Develop executive dashboards and workforce analytics for leadership.
Client & Community Relations
  • Coordinate workforce initiatives with clients.
  • Support community outreach and workforce development partnerships.
  • Represent the company at workforce development events.
  • Maintain relationships with local workforce agencies and educational institutions.
Qualifications
  • Associate's or Bachelor's degree in Human Resources, Business Administration, Workforce Development, Education, Industrial Technology, or related field preferred.
  • High School Diploma or GED required.
  • Minimum 3–5 years of experience in workforce development, recruiting, training coordination, HR, or industrial operations.
  • Experience in industrial construction, maintenance, petrochemical, refining, chemical manufacturing, or oil and gas preferred.

  • Familiarity with NCCER training and certification programs.
  • Understanding of apprenticeship and workforce development initiatives.

  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • Experience using HRIS, LMS, ATS, or workforce management systems.
  • Ability to analyze workforce data and prepare reports.
  • Strong attention to detail and time management skills.
Preferred Qualifications
  • NCCER Certified Instructor or Assessment Coordinator.
  • Experience with workforce grant programs and training funding.
  • Knowledge of OSHA standards and industrial safety practices.
  • Experience with SAP, SuccessFactors, Workday, or similar workforce management systems.
  • Project management experience is a plus.
Physical Requirements
  • Ability to travel to project sites, schools, career fairs, and workforce development events.
  • Ability to work in office and industrial field environments.
  • Ability to wear required PPE when visiting project sites.
  • Ability to occasionally lift up to 25 pounds.

This position works in a combination of office and industrial environments and requires regular interaction with project management, operations, recruiting, training personnel, clients, educational partners, and craft employees. Periodic travel to project sites, training facilities, and community outreach events may be required.
