Description of Work

The NC Wildlife Resources Commission Mission Statement is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters and other outdoor enthusiasts to enjoy wildlife-associated recreation. The Commission is the regulatory agency responsible for the enforcement of N.C. fishing, hunting, trapping and boating laws. The NCWRC employs 700 full-time staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, customer service, information technology, and administrative professionals.

The North Carolina Wildlife Resources Commission (NCWRC) cannot succeed in its purpose or mission without the support of the public. As such, it is the mission of the NCWRC Wildlife Education Division (WED) to bring an awareness of the importance of the agency, its mission, and its programs to the public; and to engage with and influence those individuals through education and opportunities, so they actively participate in the conservation of the state’s wildlife resources.

The Division develops and delivers hunting, angling, and shooting sports education programs and various other conservation outreach initiatives. With educators across the state, one fishing education center, and several shooting ranges, Division staff engage the public by delivering outdoor skills and educational programs that promote the conservation of NC’s wildlife and habitats.

Specific programs delivered by the Division include Hunter Education, Archery Education, Fishing Education, the Recruitment, Retention, Reactivation (R3) Program and Conservation Outreach.

The hunter education program consists of basic hunter safety certification, advanced hunter skills workshops, the Youth Hunter Education Skills Tournament, and volunteer instructor coordination. The archery education program focuses on National Archery in the Schools Program and coordinates bowhunter education. The fishing education program consists of community fishing events, basic fishing skills workshops, and advanced fishing skills workshops. The Conservation Outreach program focuses on training formal and non-formal educators and wildlife-related public programming. And the R3 program consists of sustained planning and programming that results in maintained participation in hunting, angling, shooting, and other wildlife-associated recreation related to the mission and purpose of the agency.


The NC Wildlife Resources Commission is accepting applications for three (3)
Engagement Program Specialists (Conservation Program Coordinator II) for the Wildlife Education Division. An Engagement Program Specialist will be assigned to each of the districts listed below:

  • District 1: Bertie, Camden, Chowan, Currituck, Dare, Gates, Hertford, Hyde, Martin, Pasquotank, Perquimans Tyrell, Washington
  • District 4: Blanden, Brunswick, Columbus, Cumberland, Harnett, Hoke, Robeson, Sampson, Scotland
  • District 5: Alamance, Caswell, Chatham, Durham, Granville, Guilford, Lee, Orange, Person, Randolph, Rockingham

The primary purpose of this position is to facilitate and coordinate the education efforts in the defined Wildlife District. This position will develop and maintain working relationships with all WED staff and district staff throughout the agency to accomplish the following:

  • Schedule, coordinate, facilitate and deploy Hunter Education, Boater Education, Hunting and Fishing Skills Education, Trapper Education, National Archery in the Schools, Conservation and Species-specific programs, and other agency initiatives as assigned.
  • Assist with facilitation of Commission-sponsored hunting and fishing opportunities and events.
  • Recruit and train volunteer instructors for Hunting, Fishing, and other agency initiatives.
  • Assist in developing and implementing educational programs.
  • Deploy tools to measure the effectiveness of educational programs.
  • Assist in the supervision and in-service training of volunteer and seasonal employees.


These are HOME-BASED positions.
Each workstation is in the employee’s home-based office using an agency-provided computer. The employee is expected to provide home office space compliant with WRC and State policies. In addition, the employee must reside (or be willing to relocate) within the assigned district. The districts and counties are listed above.

These positions have districtwide responsibilities and require daily travel within the district, including occasional overnight travel, to assist with statewide programming and staff development training. Assignments and projects may be based across the state.

Knowledge, Skills and Abilities / Competencies

Qualified applicants must document on the application that they possess all of the following:

  • Knowledge of hunting, boating, shooting sports, fishing, and/or conservation;
  • Knowledge of education principles and practices (concepts, materials, programs, teaching methodologies, etc.);
  • Skills to develop and coordinate classes, workshops, and/or events;
  • Ability to establish and maintain effective working relationships with the public, conservation/community partners, and/or volunteers for collaborations on programming, projects or events.


Management Preferences:

  • Skills to develop and implement procedures, guidelines, standards, evaluation methods and long-term goals for programs;
  • Skills to plan, assign, and supervise volunteers and employees;
  • Technical proficiency in Instructional Technology (including virtual, e-learning programs and MS PowerPoint);
  • Firearms instructor experience;
  • Hunter education instructor experience.


Special Qualifications/Requirements:

  • Possession of a valid North Carolina driver’s license is required within 90 days of hire.

Minimum Education and Experience Requirements

Bachelor’s degree in wildlife management, fisheries management, parks and recreation, public administration or business administration from an appropriately accredited institution and three years of experience related to the area of assignment;
OR
an equivalent combination of education and experience.
