Job summary

A community health organization in Mount Vernon is seeking a WIC Program Manager to oversee daily operations of the Women, Infants & Children (WIC) program. This role includes managing budgets, compliance with regulations, and supervision of staff, while also providing nutrition services. Ideal candidates will have an Associate’s Degree, leadership experience, and be bilingual. The position offers a salary range of $6,205.89 – $6,686.12 per month along with comprehensive benefits.

EMPLOYMENT OPPORTUNITY

The WIC Program Manager assumes responsibility for the daily operations of the Women, Infants & Children (WIC) Program for the Mount Vernon, NAS Whidbey Island, and Anacortes sites. The manager also provides oversight for the WIC Breastfeeding Peer Counseling Program and the WIC Family Liaison Program. This position may provide direct nutrition services to clients if they are certified as a Registered Dietician. This will be a full‑time salary‑exempt position based out of our Mount Vernon office.

JOB DUTIES AND RESPONSIBILITIES

1. Establish program policies, procedures and protocols, in compliance with state and federal regulations, contract and operations guidelines.
2. Manage annual budget, expenditures, Medicaid billing, and planning.
3. Compile and submit annual Nutrition Services Plan and Nutrition Expenditure reporting.
4. Coordinate agency WIC services with community programs as appropriate.
5. Ensure program nutritional and health care guidelines are met; provide accurate documentation of client services and billing records.
6. Oversee development and implementation of program educational materials, and breastfeeding promotion education and activities.
7. Educate staff and clients on Medicaid, Food Stamp and other public access programs. Plan, schedule and conduct monthly staff training.
8. Represent agency with state Health Care Authority, state Department of Health WIC office, DSHS and other community partners.
9. Develop new funding sources; perform grant‑writing; solicit agency program investment.
10. Hold staff accountable to data entry standards of entering services, units, and outcomes correctly. Provide coaching to staff when needed.
11. Ensure staff are assessing clients and making referrals to both internal and external programs.
12. Supervise and train assigned staff; and provide adequate support to each staff member, including evaluating staff performance. Conduct routinely scheduled staff meetings and 1‑on‑1’s.
13. Promote a healthy, transparent, professional, and kind work environment.
14. Participate as a member of the agency Leadership Team and DPI Committee.
15. Participate in agency meetings and trainings; attend external coalition, committee, advisory, and/or government meetings, as necessary.
16. Other duties assigned by management.

QUALIFICATIONS

Education & Experience

• Associate’s Degree Required; Bachelor’s Degree in Human Services or related field preferred.
• Registered Dietitian/Nutritionist preferred.
• 2‑5 years of experience in maternal/child health field (preferably WIC) preferred.
• Experience in a lead or supervisory role, does not have to be in social services.
• Or a combination of education/experience meeting required job qualifications.

License(s) & Certification(s)

• Valid driver’s license and auto liability insurance required for work related travel.
• Registered Dietitian/Nutritionist (national) with state certification preferred.
• Must undergo background check as required by Child/Adult Abuse Act.

• Proficient in Microsoft Office Suite applications, including Excel, Word, PowerPoint, and Outlook; also Experience in HMIS and EmpowOr database systems preferred.
• Demonstrated ability to work harmoniously with people from varied cultural, socioeconomic, educational and experiential backgrounds.

COMPENSATION AND BENEFITS

Pay range between $6,205.89 – $6,686.12 per month (DOE).
