The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

OIT is seeking an Employee Development & Engagement Coordinator to provide direct administrative and operational support to executives, managers, or organizational leadership teams. This role will assist the manager in workforce development, employee engagement, talent acquisition, learning and development, performance management, succession planning, mentorship, onboarding, and retention initiatives across the organization. The Coordinator will be responsible for maintaining HR records, supporting new hires, assisting with employee relations, and ensuring compliance with employment regulations. This role offers excellent exposure to all aspects of human resources and is well suited for someone looking to build a career in HR while making a meaningful impact on the employee experience.

The Coordinator will work closely with leadership and business leaders to ensure smooth HR operations – from scheduling final round interviews with Talent Acquisition through a new hire's first day, first week, and beyond – while maintaining accurate recordkeeping and supporting various HR initiatives with effective communication. This role is designed to align training initiatives with organizational goals while enhancing employee satisfaction, retention, and performance.

ESSENTIAL FUNCTIONS
Talent Acquisition & Recruitment Support
  • Support recruitment, onboarding, retention and workforce development initiatives
  • Work with the recruiter to schedule final round interviews, coordinating candidate and interview panel availability
  • Draft and extend offer letters, coordinating offer logistics with the recruiter
  • Oversee the end-to-end onboarding process for new hires, ensuring a seamless experience from pre-employment checks to their first day at work
  • Help new employees obtain building access badges and required system credentials ahead of their start date
  • Ensure equipment (laptop, phone, and workstation setup) is ordered and ready upon the new hire's arrival
  • Prepare to greet new employees on their first day and coordinate a welcoming, well-organized start
  • Send new hire welcome communications and announcements to the team ahead of the start date
  • Coordinate IT/OIT system access requests (email, VPN, shared drives) ahead of the new hire's start date
Onboarding & First-Week Experience
  • Assist new employees with onboarding processes, including orientation, paperwork completion, system setup, and orientation coordination
  • Create the new employee's first week of meetings and activities, working directly with the hiring manager to build the schedule
  • Conduct 30/60/90/120-day check-ins with new hires to support a smooth transition
Employee Relations & Engagement
  • Assist with employee engagement survey administration and follow-up action planning
  • Support employee recognition programs and events
  • Help coordinate exit interviews and the offboarding checklist for departing employees
Development, Reporting & Compliance
  • Assist with management training, mentorship, leadership development and upskilling programs
  • Prepare reports and analytics including headcount, turnover and compliance metrics for leadership
  • Support compliance activities including I-9 verification, background checks and audit preparation
  • Maintain and update personnel files and HRIS recordsAssist with EEO/affirmative action reporting support
  • Work either as part of a team or independently
  • Prioritize and achieve deadline goals with or without supervision
COMPETENCIES, KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of HR practices and disciplines
  • Proficiency with Microsoft Office, including Word, Excel, and Access
  • Skills in database management, query, and reporting
  • Strong oral and written communication skills
  • Highly detail-oriented and organized
  • Strong organizational skills with the ability to manage multiple priorities simultaneously
  • Customer service orientation with the ability to interact professionally with employees at all levels
  • Ability to exercise sound and independent judgment
EDUCATION
  • Bachelor's degree program at an accredited college or university in Human Resources Management, Business Administration, or any closely related field preferred
EXPERIENCE/SKILL
  • 1-2 years of experience in human resources, administrative, or customer service experience preferred

OR

Any equivalent combination of education and experience deemed acceptable by OIT’s Human Resources Director and OIT Chief of Staff will also be considered.

Salary Range: $50,000 – $60,000

Starting salary to be determined based on experience and qualifications.
