The Town of Weaverville is seeking applications for a Water Treatment Plant Operator.
Under the general supervision of the Water Treatment Plant Superintendent and Public Works Director, or their designees, this position performs skilled and technical work in the operation of a surface water treatment plant, including water production, wastewater treatment, and laboratory functions, to produce a safe and adequate supply of properly treated drinking water.
Work includes monitoring the plant’s operations through observation, mechanical readings, and the results of standard chemical and biological tests and making necessary adjustments to the process as demand or other operational conditions dictate. Work also includes conducting standard laboratory analysis and a variety of equipment, grounds, and facility maintenance.
This position involves a high level of responsibility and independent decision-making, independent judgment, and problem-solving when handling a variety of situations. Work is conducted inside and outside and can be subject to extreme hot and cold weather and exposure to various hazards such as loud noise, moving mechanical parts, electrical current, chemicals, fumes, odors, dust, mist, oils, poor ventilation, working in small spaces such as vaults. Safety equipment, including personal protective equipment, is provided by the Town.
COMPENSATION AND BENEFITS
Hourly rate dependent on education, certifications, and experience; minimum annualized salary between $44,627 and $52,206 (dependent on education, certifications and experience); benefits include Town paid health insurance for employees, retirement benefits through the Local Government Employees Retirement System, up to 6% match for 401(k) contributions, paid leave (sick, holiday, vacation leave), paid training, and more.
HOURS AND SCHEDULE
Full-time, hourly, non-exempt position with schedule and hours to be set by the Water Treatment Plant Superintendent or their designee. Position is subject to call back.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Operates the Water Treatment Plant; observes the operations of water pumps, electric motors, and chemical feed machines; starts and stops the plant based on storage tank levels;
Monitors the treatment process from the control panel and computer screen; monitors various treatment processes including coagulant feed, rapid mix, flocculation, sedimentation, filtration, and disinfection; monitors filters and back washes as necessary;
Collects lab samples for plant and distribution system and performs standard analyses and tests; keeps precise records and interprets results;
Reads various charts, graphs, gauges, and meters; computes from readings and records the water volume pumped; monitors elevated storage tank levels;
Performs problem-solving and process control as necessary to produce safe drinking water that meets federal and state regulations; determines chemical dosage and makes adjustments to plant processes as necessary including chlorine, sodium hypochlorite, caustic, and other chemicals;
Performs standard repairs and maintenance of plant equipment; may assist with more difficult or complex equipment repair or replacement as directed;
Receives and unloads chemical deliveries to the plant; assures proper storage; fills, cleans, and replaces tanks of chemicals and other tanks;
Performs custodial care of building including sweeping and mopping floors, dusting, and cleaning windows and restrooms; performs grounds maintenance as needed;
Adjusts and performs maintenance as necessary for weather events and impacts;
Independently operates the Water Treatment Plant and all of its functions when scheduled or as needed;
Arrives to work on time and maintains regular job attendance;
Operates and drives vehicles and/or equipment safely and legally;
Participates in the emergency response schedule to handle emergency situations involving the Water Treatment Plant and all of its operations;
Performs other duties as assigned
KNOWLEDGE, SKILLS AND ABILITIES
Working knowledge of state laws regulating surface water purification and standard procedures necessary to meet permitted requirements; working knowledge of the operation and maintenance requirements of equipment, instruments, and control devices used in surface water treatment; working knowledge of the standard tests and equipment used in required laboratory analysis of water; some knowledge of the application of information technology to plant operator work; working knowledge of OSHA requirements and safety standards and requirements applicable to water production, wastewater treatment, and laboratory operations;
Ability to independently solve operational problems required to maintain water quality; ability to perform and conduct standard laboratory tests; ability to understand and interpret detailed instructions and procedures given verbally or in writing; ability to accurately read meters, gauges, thermometers, and other standard equipment; ability to prepare detailed records and reports accurately; ability to establish and maintain effective working relationships with other employees and supervisors
EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent to a high school diploma, or GED equivalent, supplemented by chemistry, biology, or mechanical maintenance coursework.

Must be able to perform heavy work exerting up to 50 pounds of force occasionally and 20 pounds of force frequently to lift and move objects.
Must be able to perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, sitting, pushing, pulling, lifting, handling, manipulating, touching, feeling, grasping, placing, detecting, positioning, talking, hearing, smelling, and repetitive motions.
Must possess visual acuity (including close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus) to read charts, graphs, gauges, and dials, visually inspect small moving parts, complete and read a variety of records and reports, and observe general surroundings and activities.
