Job summary

An international humanitarian organization is seeking a Watsan Supervisor to oversee the implementation and administration of water and sanitation activities. The ideal candidate will ensure adherence to MSF protocols while managing team training and participation in emergency preparedness. A technical diploma and a minimum of 2 years of experience in similar roles are required. Fluency in English, Dari, and Pashto is essential. This is a full-time position based in Kansas, USA.

Job description

Responsibilities
  • Ensuring the day‑to‑day implementation and administration of assigned Watsan activities at project level, including but not limited to water supply, excreta disposal, waste management, vector control, and dead bodies management.
  • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.
  • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities.
  • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.).
  • Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.
  • Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting.
  • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity.
  • Participating in data collection and reporting as required.
  • Ensuring the WHS assessment in collaboration with medical teams, identifying WHS needs and recommending appropriate responses (WHS emergency strategies etc.).
  • Identify WHS needs and propose appropriate responses, including emergency responses.
  • Provide technical support to logistical and medical teams in identifying, implementing, and monitoring Watsan activities according to MSF protocols.
  • Ensure the implementation of Watsan strategies and policies for all MSF structures/facilities.
  • Ensure the physical organization of materials and tools used in water, hygiene and sanitation activities (Stock inventories; Receiving, processing and quality control of orders for water, sanitation and hygiene material; Check that the amounts received are recorded; Monthly consumption follow up).
  • Manage the Watsan team involved in WHS activities (medical structures and community based related activities).
  • Participate in the cost estimation follow up, quality control and implementation for all Watsan works.
  • Support the proper management and elimination strategies for medical and non‑medical waste including expired items according to the Mission Protocol of Elimination.
  • Support in ensuring the sufficient and quality water supply, water treatment and sanitation in all MSF projects including design and construction of all new installations.
  • Support in the administrative part (contract management, market assessment, renewal of documentation etc.) for the watsan related work activities.
  • Ensure compliance to the Mission policies, procedures, protocols related to his/her respective technical family for all Watsan installations and activities.
  • Support in the development of the Water and Sanitation budget (Annual planning process and Budget revision/forecast).
  • Train the project Watsan staff, on daily maintenance tasks and troubleshooting, in order to improve capabilities and ensure their development.
  • Maintain accurate records of all Watsan activities, including water testing results, waste management data, and sanitation facility reports.
  • Work closely with logistics, medical, and other relevant teams to align Watsan activities with overall project objectives.
  • Give regular feedback to the line manager and report directly any issue or incident.
  • Organize team schedules, manage leave and absences, evaluate team performance, identify training needs, and discuss with the line manager.
  • Perform hands on tasks as part of the team whenever required or needed in order to optimize the resources and to contribute with his/her knowledge and experience.
  • Prepare and submit monthly reports on Watsan activities, challenges, and achievements to the line manager.
  • Oversee the provision of appropriate PPE for all Watsan staff, ensuring its availability, proper use, and adherence to MSF safety protocols.
  • Regularly assess and enforce the correct use of PPE by the Watsan team during all activities, such as waste management, water treatment, and sanitation tasks, to ensure staff safety.
  • Train Watsan staff on the proper use, maintenance, and disposal of PPE, emphasizing its importance in reducing exposure to hazards in their daily activities.
Qualification

MINIMUM REQUIREMENTS AND COMPETENCIES

  • Education – Technical diploma, specialization in water and sanitation.
  • Experience – Minimum 2 years of experience in technical works and organizing of multiple activities, preferably within MSF or similar work environment.
  • Languages – Essential English, Dari and Pashto languages.
  • Knowledge – Basic competencies in Word and Excel desirable.
