Summary

JOIN KING COUNTY'S DEPARTMENT OF COMMUNITY AND HUMAN SERVICES IN MAKING A DIFFERENCE IN WOMEN'S PROGRAMS!

This position will coordinate contract development and management, as well as program development, implementation, and analysis. This position assists with program data collection, evaluation and monitoring of contracts, as well as providing support with budget development and monitoring. This position will participate in or represent the Program and Division in various community coalitions, provider groups, committees and provide support on advisory boards, as requested.

WORK SCHEDULE: This full time position works a 35 hour work week, 8:30 a.m. – 4:30 p.m., Monday through Friday, meets the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.

Job Duties

  • Participate in developing and negotiating, contracts with community-based agencies, primarily in the areas of domestic violence and sexual assault survivor services.
  • Participate in the program evaluation and monitoring of contracts in this program area and perform quality improvement activities.
  • Provide assistance to service providers to develop outcome measures, and program evaluation, including researching best practices in program development.
  • Support the Division’s data and evaluation management staff in their efforts to monitor data collection; support the contract/project performance database; and gather demographic and outcome data. Follow-up with program coordinators and providers as needed.
  • Participate in planning and conducting provider selection through competitive bid processes.
  • Participate in cross-jurisdictional and cross-agency committee planning processes for domestic violence and sexual assault service delivery systems.
  • Represent the Program and Division in community coalitions, provider groups, committees etc.
  • In coordination with other jurisdictions, service systems and providers, plan and implement training and technical assistance to improve system and service quality.
  • Assist in providing staff support to the King County Women’s Advisory Board, including developing an annual work program, arranging monthly board and committee meetings, researching issues and preparing briefing materials.
  • Assist in developing and monitoring the program budget.
  • Collaborate with other division program managers in cross-systems planning.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Bachelor’s degree and 3 years of experience in public administration or social services, and the skills necessary to perform the primary job duties; OR any equivalent combination of education and experience.
  • Knowledge of general government principles and procedures, including knowledge and experience with formal agreements such as contracts, memoranda of agreements, or interlocal agreements.
  • At least one year of demonstrated experience in conducting Requests for Proposals (RFP’s) or similar competitive provider selection processes.
  • Knowledge of human and social service systems in King County; knowledge of domestic violence and sexual assault systems is desirable.
  • At least one year of experience researching evaluation issues and methodologies and best practices regarding social service programs. Experience in domestic violence and sexual assault system evaluation is desirable.
  • Knowledge of program evaluation, including development of outcomes and indicators.
  • Demonstrated knowledge of budget management and program development.
  • Demonstrated experience in ensuring program compliance with policies, procedures, and program requirements.
  • Demonstrated experience in gathering, maintaining, analyzing data and developing formal written reports for professional and community audiences.
  • Demonstrated ability to facilitate partnerships with stakeholders and other jurisdictions to build consensus and to develop aligned solutions to issues and problems.
  • Demonstrated communication skills, professional level writing and presentation skills.
  • Working knowledge of Microsoft Word for Windows, Excel, Power Point, Publisher, Outlook and the Internet.
  • Valid Washington State Driver’s License or the ability to travel throughout the county in a timely manner.
