Qualifications

• Bachelor degree in Environmental Science, Engineering, Chemical or Biological Sciences, or closely related field.
• 5+ years of progressively responsible environmental compliance experience.
• Working knowledge of drinking water, groundwater, wastewater, recycled water, and air quality regulations and their application.
• Demonstrated experience negotiating complex technical or legal agreements.
• Or any equivalent combination of education and experience sufficient to perform the essential duties of the position.

Responsibilities

• Ensures compliance with federal, state, and municipal code requirements and regulations through monitoring, review, and audit of existing Department programs.
• Develops and oversees quality assurance and quality control program to audit and evaluate current policies, procedures, responsibilities, and documentation for compliance with government laws and regulations.
• Develops and presents recommended program changes to ensure regulatory compliance.
• Oversees permit compliance schedules, ensures maintenance of compliance records.
• Provides technical and regulatory expertise on Federal, State, and local water quality rules, regulations, and policies.
• Maintains knowledge of regulatory requirements for all major environmental programs.
• Provides technical assistance on water, wastewater, and environmental issues.
• Design and launch compliance programs, translating new regulations into actionable plans.
• Identify compliance risks, assess them, and develop mitigation strategies.
• Evaluates, prepares, and submits permit applications; analyzes regulatory data.
• Analyzes the impact of proposed water, wastewater, and environmental regulations and guidelines; participates in rulemaking and prepares reports for agencies.
• Develops and provides training of staff on permit and regulatory requirements and develops regulatory guidance documents.
• Performs other related duties as required by leadership.
