At David Evans and Associates, Inc., our Water and Environment team excels in managing complex whole‑system resources. We offer comprehensive solutions in natural resources and water/wastewater management from meticulous planning to sophisticated design.

The Water/Wastewater Practice is seeking a Project Manager in Spokane, WA; Boise, ID; Coeur d’Alene, ID; Pocatello, ID; or Salt Lake City, UT.

What You’ll Do
Key Responsibilities
  • Lead planning and design for municipal (special purpose district and/or city) water and wastewater systems, including:
    • Conveyance and pumping systems
    • Storage and distribution systems
    • Collection systems and treatment facilities
  • Manage scope, schedule, budget, and quality.
  • Coordinate multidisciplinary teams and subconsultants.
  • Oversee project financials including forecasting, invoicing, and profitability.
  • Ensure project closeout and client satisfaction.
  • Prepare and oversee engineering deliverables such as plans, specifications, reports, and cost estimates.
  • Ensure compliance with applicable regulatory requirements and design standards.
  • Serve as Engineer of Record or technical lead on projects.
Client Management & Business Development
  • Serve as primary point of contact for key municipal water/wastewater clients.
  • Build and maintain strong client relationships.
  • Identify new opportunities and support proposal development.
  • Represent DEA at industry events and professional organizations.
Team Leadership
  • Lead and mentor project teams.
  • Provide direction to task leaders and technical staff.
  • Mentor and develop junior staff.
What You Bring
Required Qualifications
  • Bachelor’s degree in Civil Engineering or related field; PE license required or ability to obtain.
  • 8+ years of progressive civil engineering experience with a focus on water and wastewater systems.
  • Strong experience in municipal water/wastewater system design.
  • Experience managing municipal projects through multiple phases of delivery.
  • Proven ability to lead design tasks and coordinate project teams.
  • Familiarity with public agency processes, permitting requirements, and regulatory coordination.
  • Experience supporting full project lifecycle from planning and design through construction.
  • Proficiency with standard engineering tools (hydraulic modeling, drafting/design software, Bluebeam, spreadsheets).
  • Strong communication and technical writing skills.
  • Experience mentoring or supervising junior staff.
