Overview

Water/Wastewater Project Manager. At David Evans and Associates, Inc., our Water and Environment team excels in managing complex whole-system resources. The Water/Wastewater Practice is seeking a Project Manager in Spokane, WA; Boise, ID; Coeur d’Alene, ID; Pocatello, ID; or Salt Lake City, UT. The ideal candidate will lead complex municipal water and wastewater projects, independently manage major projects and/or design tasks, mentor staff, and focus on delivering high-quality projects while managing client relationships, financial performance, and team coordination.

What You’ll Do

• Lead planning and design for municipal water and wastewater systems, including conveyance and pumping systems; storage and distribution systems; and collection systems and treatment facilities
• Manage scope, schedule, budget, and quality
• Coordinate multidisciplinary teams and subconsultants
• Oversee project financials including forecasting, invoicing, and profitability
• Ensure successful project closeout and client satisfaction
• Prepare and oversee engineering deliverables including plans, specifications, reports, and cost estimates
• Ensure compliance with applicable regulatory requirements and design standards
• Serve as Engineer of Record or technical lead on projects
• Serve as primary point of contact for key municipal water/wastewater clients
• Build and maintain strong client relationships
• Identify new opportunities, support proposal development, and collaborate on market growth strategies
• Support or lead proposal development and project pursuits
• Represent the firm at industry events, professional organizations, and community initiatives to strengthen relationships and market presence
• Lead and mentor project teams; provide direction to task leaders and technical staff; mentor and develop junior staff

What You Bring

• Bachelor’s degree in Civil Engineering (or related field); PE license required or ability to obtain
• 8+ years of progressive civil engineering experience, with a focus on water and wastewater systems
• Strong experience in municipal water/wastewater system design
• Experience managing municipal water/wastewater projects through multiple phases of delivery
• Proven ability to lead design tasks and coordinate project teams
• Familiarity with public agency processes, permitting requirements, and regulatory coordination
• Experience supporting full project lifecycle, from planning and design through construction
• Proficiency with standard engineering tools (e.g., hydraulic modeling, drafting/design software, Bluebeam, spreadsheets)
• Strong communication and technical writing skills
• Experience mentoring or supervising junior staff
