Civil & Environmental Consultants, Inc. (CEC) is seeking a Water/Wastewater Project Manager to join our Martinsburg, West Virginia team.

This role leads municipal infrastructure projects from planning through construction, working with utilities, regulators, and developers to improve water systems with long-term resilience. We offer ownership opportunities, a strong benefits package, and a flexible hybrid schedule.

Qualifications

• Bachelor's degree in Civil or Environmental Engineering.
• Engineer-in-Training (EIT) is required; PE preferred.
• Proficiency in AutoCAD Civil 3D.
• Experience in water and wastewater system design and project delivery.
• Experience with hydraulic or stormwater modeling is a plus.
• Ability to manage project scope, schedule and budget with multidisciplinary teams.

Responsabilités

• Manage and deliver municipal water and wastewater projects from planning and design through permitting and construction.
• Serve as the primary client contact for utilities, public works, regulators, and developers.
• Develop and manage project scopes, schedules, budgets, contracts, and permit documentation.
• Lead design of water/wastewater treatment, distribution, collection, pumping, and storage systems.
• Perform hydraulic modeling, system evaluations, and engineering analyses.
• Prepare and review drawings, specifications, cost estimates, and reports.
• Conduct QA/QC reviews for technical excellence and regulatory compliance.
• Support business development with proposals, client engagement, and identifying opportunities.
• Mentor junior engineers and project teams.
• Grow CEC's water/wastewater practice in the Eastern Panhandle region.
