Job summary

GFT seeks a Program Manager - Water & Wastewater Infrastructure to join our Water Team. This hybrid role requires office attendance nationwide and leads complex capital programs from planning through construction for municipal and utility clients.

The ideal candidate has 15+ years in water/wastewater engineering and program management, with at least 5 years in leadership. PE license is required; DB/CMAR experience is preferred.

Qualifications

• 15+ years in water/wastewater engineering and program or project management.
• At least 5 years in program or project leadership on large infrastructure.
• Experience with treatment facilities, pumps, and conveyance systems.
• Familiarity with collaborative delivery models (DB, Progressive DB, CMAR).
• Proven ability to manage program controls, risk and stakeholder coordination.

Responsibilities

• Lead program management services for water and wastewater capital programs ($50M–$2B+).
• Lead integrated multi-disciplinary teams within complex program environments.
• Coordinate with design-builders, contractors, and subconsultants.
• Act as Owner’s Advisor, supporting procurement, design and construction phases.
• Develop and implement PMPs with governance, controls and reporting.
• Establish program controls for cost, schedule, risk, and performance metrics.
• Advise clients on delivery strategy (DBB, CMAR, Design-Build, Progressive Design-Build).
• Drive stakeholder engagement with utility leaders, regulators and community reps.
• Support funding strategies including SRF/WIFIA and grants.
• Advance continuous improvement in project delivery and PMIS tools.
