Purpose
Assist project manager and quality assurance manager in the planning, management, customer satisfaction, and financial success of construction project tasks.
Responsibilities
- Perform work under moderate supervision. Receive direction on moderately complex assignments, tasks, and execution. Work is frequently reviewed by more senior staff to ensure application of sound techniques and principles. Review work produced by junior staff for quality assurance.
Operational and Company Level
- Oversee or participate in the examination and analysis of construction materials.
- Initiate and/or accept minor deviations from contract standards and specifications.
Do the Work
- Lead, oversee and participate in inspecting work quality and material used in a variety of projects.
- Verify the work of contractors for accuracy, proper work methods, techniques and compliance with applicable standards and specifications.
- Review and approve monthly pay applications.
- Review proposed change orders to contracts for scope of work and appropriate pricing; evaluate and make recommendations on proposed changes; participate in negotiating and preparing change orders.
- Observe work during progress and upon completion for conformance to plans and specifications; initiate and/or accept minor deviations to standards and specifications.
- Perform preliminary and final inspections; determine acceptability of construction; work and sign off on project completion; oversee construction project closeout activities.
- Review construction plans for constructability.
- Meet with design professionals or contractors to interpret design intent and modifications to plans and specifications; provide technical guidance and interpretation; ensure compliance with standards, procedures and regulations.
- Prepare inspection reports and maintain files and reports regarding inspection activities.
- Coordinate contractor’s schedule to ensure proper material testing.
- Ensure proper traffic control throughout the job site.
- Make recommendations regarding construction and constructability issues.

Qualifications
- High school diploma or GED, relevant experience considered.
- 5+ years in civil construction projects.
- Knowledge of civil engineering principles in municipal settings.
- Understanding of laws, standards, and safety regulations.
- Skills in reading construction drawings, plans, and specifications.
- Ability to perform mathematical computations and understand construction materials and techniques.
Physical Demands and Environment
- Indoor office environment and outdoor construction sites.
- Mobility, use of PPE, walking, bending, lifting up to 20 pounds, and occasional travel.
