Job summary

Gfoat in Ennis, TX seeks a Water Treatment Plant Supervisor to lead daily operations of the city’s water plant under the Assistant Director of Public Works. You will oversee plant efficiency, staff supervision, training, and safety to ensure compliance with TCEQ, EPA, and other regulators.

The role includes preparing reports, managing budgets and purchases, coordinating with contractors and agencies, and responding to emergencies after-hours.

Qualifications

• Bachelor’s degree preferred and five (5) years of supervisory experience in water/water utility systems.
• Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
• A Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record.
• Must have a TCEQ Water Treatment License Class B.

Responsibilities

• Oversees plant operating efficiency; maintain records; prepare reports regarding operation of the treatment plant and quality of the plant product.
• Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; corrects deficiencies; enforces city policies.
• Supervises water treatment plant employees regarding schedules, duty assignments, training, evaluations, and disciplinary actions.
• Assists with conducting chemical and bacteriological analysis of treatment plant products using quality control data analysis.
• Attends supervisory/staff meetings; leads safety meetings; trains employees on policy changes and safety standards.
• Prepares and submits reports for regulatory agencies; manages budget requests and purchase requests for plant supplies.
• Coordinates with employees, contractors and regulatory agencies for proper plant operation, safety and compliance.
• Oversees Cross Connection Program, Customer Service Inspection Program, Pretreatment Program, laboratory records, maintenance actions and test results.
• Oversees plant operating efficiency; maintain records; prepare reports on operation and product quality; suggest improvements; troubleshoot maintenance actions.
• Subject to after-hours call-out for emergencies.
• Has frequent contact with employees, citizens, agencies, and other city departments.
• Ability to arrive to work on time and maintain regular attendance.

Under general supervision of the Assistant Director of Public Works, plans, organizes, directs, and manages the activities of the City's water treatment plant; ensures compliance with all federal, state, and local regulatory requirements in assigned areas; and performs related work as required.

• Oversees plant operating efficiency; maintain records; prepare reports regarding the operation of the treatment plant and quality of the plant product; suggest methods of improving plant efficiency; troubleshoots, diagnoses, repairs, and reports maintenance actions.
• Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to corrects deficiencies; implements discipline and termination procedures within the guidelines of City policies and procedures
• Supervises water treatment plant employees regarding schedules, duty assignments, training, evaluations, and disciplinary actions for employee safety and proper plant operation.
• Assists with conducting chemical and bacteriological analysis of treatment plant products using quality control data analysis data of plant product.
• Attends supervisory/staff meetings; leads employee staff and safety meetings to ensure employees are trained in City policy changes, safety standards, and regulatory requirements.
• Prepares and submits daily, weekly, quarterly, semiannual, and annual reports for the TCEQ, EPA, and other regulatory agencies; annual budget requests to designated supervisor; and purchase requests for plant supplies, chemicals, tools, and equipment.
• Coordinates with employees, contractors and regulatory agencies for proper plant operation, repair, expansion, and other construction to ensure regulatory compliance and safety of public.
• Oversees and reviews Cross Connection Program, Customer Service Inspection Program, Pretreatment Program, laboratory records, maintenance actions and test results for safety and operation of treatment plant.
• Oversees plant operating efficiency; maintain records; prepare reports regarding the operation of the treatment plant and quality of the plant product; suggest methods of improving plant efficiency; troubleshoots, diagnoses, repairs, and reports maintenance actions.
• Subject to after-hours call-out for emergency situations.
• Has frequent contact with employees, citizens, local state, federal agencies, and other city departments.
• Ability to arrive to work on time and must maintain a regular and reliable level of attendance.

Education, Experience, Certificates, and Licenses Required

Bachelor’s Degree preferred and five (5) years of supervisory experience in water/water utility systems.; OR

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

A Valid Class C Texas motor vehicle driver license and the ability to maintain a satisfactory driving record.
