The Bureau of Environmental Sciences and Engineering (ESE) is a team of over 100 professionals committed to reducing environmental and engineered hazards in NYC. We oversee water systems in both natural and built environments, as well as radiological materials and equipment.

The Bureau of Environmental Sciences and Engineering (ESE) is a team of over 100 professionals committed to reducing environmental and engineered hazards in NYC. We oversee water systems in both natural and built environments, as well as radiological materials and equipment.

Duties Will Include But Not Be Limited To

  • Provide overall supervision and assignment of individual tasks and projects for engineering permits and water quality in building plumbing (lead and disinfection/corrosion control).
  • Independently conduct provide scientific research on industry principles and practices to support water treatment and safety in building water, municipal drinking water supply, recreational water, and any projects related to the prevention of waterborne illnesses and water treatment.
  • Act as a liaison with government agencies, private organizations, research organizations and public stakeholders for education and outreach, program management and general correspondence to represent the Department.
  • Assess regulatory compliance, enforcement trends, performance indicators, and quality control measures using program data and provide recommendation for program improvement and enhancement
  • Provide technical assistance and customer service to permit applicants and permitted entities, conducting research, literature, and policy review as needed.
  • Lead development and implementation of internal policy and training for enforcement of PHE's permit requirements and procedures.
  • Provide guidance and work with our legal support team on regulatory enforcement of New York City laws and regulations.
  • Manage emergency response activities in response to waterborne disease investigations. Provide executive summary to Agency leadership and work with other Bureaus to execute our emergency response protocols
  • Research and review current and proposed Federal, State and Local rules and legislations and ensuring Bureau policies, procedures and protocols are in alignment.

Preferred Skills

  • Academic or professional background in engineering, environmental science, marine science, environmental health, or public health.
  • Experience in project management, regulatory enforcement, environmental investigations for water treatment, management of recreational waters, or other water quality monitoring.
  • Strong working knowledge of relevant Federal, State, or Local regulations and policies. Ability to provide legislative analysis and position statements on new and proposed regulations in relevant fields.
  • Possess strong interpersonal and customer service skills.
  • Ability to prepare and present scientific and technical materials to various audiences.
  • Experience with environmental enforcement and research activities.
  • Easily adaptable to a dynamic work environment.
  • Knowledge of Microsoft Office applications (Word, Excel, PowerPoint).

CITY RESEARCH SCIENTIST - 21744

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
