Job summary

State of Oregon's Water Resources Department seeks a Water Rights Advisor to review and guide complex water right transactions, advise stakeholders, and help shape policy. The role focuses on combining scientific, legal, and procedural insights to support permitting, transfers, and compliance.

Hybrid work is available with travel as needed. The advisor will coordinate with the Protest program, prepare documentation for decisions, and serve as a subject-matter expert on contested cases while

Qualifications

• Bachelor's degree or higher in natural resources, law, or related field is typical for this role.
• Ability to analyze water rights transactions, policies, and legal frameworks.

Responsibilities

• Provide Division-wide support evaluating complex water right transactions.
• Collaborate with internal and external stakeholders to resolve protests and inform policy.
• Draft order language, policy memos, and supporting documentation.
• Interface with Protest program and assist in litigation preparation when needed.
