Job summary

Provost & Pritchard is seeking an experienced Water Resources Planning Engineer to lead studies and engineering projects for public agencies, irrigation districts, and other clients in California.

This Associate or Senior role focuses on hydrologic and hydraulic modeling, groundwater management, water budgets, flood and drought studies, water-management planning, water rights, conceptual design, and grant applications.

Qualifications

  • Active California PE license or licensure in another state with ability to obtain California PE within 18 months.
  • Bachelor’s degree in Civil Engineering, Agricultural Engineering, or a related engineering discipline; a master’s degree is a plus.
  • At least five years of consulting experience supporting water-resources studies, investigations, and related projects.
  • Demonstrated progression in responsibility, technical skill, and knowledge on water-related projects.
  • Strong written and verbal communication skills, including the ability to prepare clear, accurate technical documents.
  • Strong computer skills and ability to learn new tools and programs; experience with programming, databases, or data management is a plus.
  • Valid California driver’s license and reliable transportation.
  • Experience working with irrigation districts and knowledge of California water rights and water systems.
  • Familiarity with California water regulations and the Sustainable Groundwater Management Act.
  • Experience with hydrologic and hydraulic modeling tools, such as HEC-HMS and HEC-RAS.

Responsibilities

  • Support project planning, scoping, proposal development, and engineering studies for water-resources projects.
  • Conduct water-resources investigations, including hydrologic and hydraulic analyses, flood and drought studies, and water-budget evaluations.
  • Develop water-management plans for irrigation districts, urban water agencies and regional water agencies.
  • Perform studies on groundwater management, recharge and banking, water conservation, transfers and exchanges, and water rights.
  • Support planning and operational work for irrigation districts, surface-water conveyance and distribution systems, and large-scale urban water programs.
  • Assist with dam rehabilitation planning, spillway studies, emergency action plans, and conceptual-level project designs.
  • Perform or support surface-water and groundwater monitoring, crop-demand calculations, and related technical evaluations.
  • Prepare clear technical reports, work plans, scopes of work, grant applications, and project documentation.
  • Help manage project budgets, schedules, resources, and deliverables while maintaining quality standards.
  • Collaborate with clients, agencies, project teams, and subcontractors; contribute to strong client relationships and business-development efforts.
