Job summary

David Evans and Associates, Inc. seeks a Water Resources Group Leader to direct projects in Bellevue, Seattle, Olympia, or Tacoma. You will lead teams, drive proposals, and grow the Water Resources practice while delivering high‑quality technical work for municipal and federal programs.

You will mentor staff, manage client relationships, and collaborate with regional leaders on strategic growth, capital investments, and BD initiatives in the Puget Sound area.

Qualifications

• BS degree in Civil Engineering or related Water Resources field with emphasis on fish passage, stream restoration or stormwater systems.
• Licensed PE in the United States; Washington licensure preferred.
• 10+ years of professional engineering experience, incl. 5+ years in PM, BD, and project delivery.
• Proficiency with stormwater management and hydraulic modeling tools (SMS/SRH‑2D, MGSFlood, HEC‑RAS).
• Strong organizational, analytical and written/verbal communication skills.

Responsibilities

• Directly manage projects and staff through all phases of development and delivery.
• Oversee team growth, development, and performance management, incl. admin tasks.
• Mentor staff in professional, technical, and Business Development disciplines.
• Drive BD: identify pursuits, prepare proposals, and participate in interviews as needed.
• Collaborate with Puget Sound Water and Environment Leaders on strategic planning.
• Identify investments, alliances, key hires, and growth opportunities in Puget Sound.

The Water Resouces Practice is seeking aWater Resources Group Leader inBellevue, Seattle, Olympia, or Tacoma, WA .

This role requires strong experience organizing and leading teams, producing high‑quality technical documents, and supporting effective public communications. The successful candidate will bring a proven track record of developing client relationships, leading competitive pursuits, and advancing the growth of a Water Resources practice. Responsibilities include effectively managing projects and leading staff through supervision, coaching, and mentoring, as well as assessing team capabilities and balancing short‑and long‑term utilization. Experience and established client relationships within municipal and federal programs in the Water Resources field are strongly valued and will help expand, complement, or enhance the firm’s existing key practice areas.

What You’ll Do

Key Responsibilities:

• Contribute to a highly flexible, team‑oriented environment while supporting the growth and development of the Water Resources group
• Directly manage projects and staff through all phases of project development and delivery, including scoping, budgeting, contract negotiations, and execution
• Oversee team member growth, development, and performance management, including related administrative approvals such as time off, timecards, expense reports, and training
• Mentor and develop staff in professional, technical, and Business Development disciplines
• Drive Business Development efforts by identifying pursuits, serving as a pursuit champion, preparing proposals, and participating in interviews, as needed
• Collaborate with Water and Environment Business Leaders on strategic planning initiatives within the Puget Sound region
• Partner with Water and Environment Business Leaders to identify capital investments, strategic alliances, key hires, acquisitions, and growth opportunities in the Puget Sound region

What You Bring

Required Qualifications:

• Bachelor of Science degree in Civil Engineering or a closely related Water Resources field, with an emphasis on fish passage, stream restoration, and/or stormwater systems
• Licensed Professional Engineer (PE) in the United States, with Washington licensure preferred
• Minimum of ten (10) years of professional engineering experience, including at least five (5) years in a project management role supporting water resources business development, sales, and project delivery
• Demonstrated proficiency and experience with stormwater management and hydraulic modeling software, such as SMS/SRH‑2D, MGSFlood, HEC‑RAS, or similar tools
• Strong organizational, analytical, and written and verbal communication skills
