The City of Mesa is seeking an Environmental Compliance Inspector I to ensure compliance with regulations and protect public health. This entry-level position involves routine inspections in water quality and requires a valid Arizona driver's license and certifications within a year.
There is currently one vacancy in the Water Quality assignment, one vacancy in the Industrial Pre-treatment assignment, and one vacancy in the Backflow assignment. This recruitment will also be used to create an Eligible List for future vacancies in any assignment area.

The Environmental Compliance Inspector I position is the entry-level in a series responsible for performing work and program administration duties supporting the Regulatory Compliance Program. The primary function is to ensure compliance with state, federal, county, and local regulations, and to protect the health and safety of Mesa’s citizens and employees, the water distribution system, and the Publicly Owned Treatment Works (POTW) systems.
This position is divided into four functional areas: Water Quality Inspections, Reclaimed/Air Quality Inspections, Industrial Pretreatment Inspections, and Backflow Inspections. Each area involves sampling, monitoring, and supporting regulatory activities relevant to their specific focus.
This class performs routine inspections and technical work, with less complex regulatory knowledge than the Environmental Compliance Inspector II. It is supervised by area-specific supervisors and may be eligible for promotion to Inspector II based on performance and criteria. The position requires availability for emergency call-outs, standby, and overtime, including nights, weekends, and holidays. It is classified as FLSA non-exempt.

Minimum Qualifications Required: Graduation from high school or GED. Equivalent combination of education and experience includes three years of technical water resources experience. Two years of college coursework in environmental, physical, or biological sciences can substitute for one year of experience (transcripts required).
Special Requirements: Must possess a valid Class D Arizona Driver's License at hire. Within one year, must obtain and maintain a Grade I operator certification from ADEQ in Treatment or Distribution, or Wastewater Treatment or Collections, depending on assignment. Also, must obtain and maintain a 40-hour HazWoper certification. Industrial Pretreatment assignment requires medical clearance to wear a respirator.
Substance Abuse Testing: Due to the nature of the role, pre-employment and ongoing testing for substances may be required.
