Job summary

Moffatt & Nichol seeks a Water Resources Engineer (Junior to Mid-Level) to join our Charleston, SC office. The role focuses on flood risk management, stormwater, and coastal resilience across various scales, with collaboration across our coastal engineering experts.

The candidate will work with 5–10 years of experience, supporting federal, municipal, and regional projects, including nature-based approaches and adaptive strategies. Travel may be required to support project delivery.

Qualifications

  • Bachelor's degree in Civil or Environmental Engineering; Master’s preferred
  • 5 to 10 years of experience in water resources/stormwater projects
  • PE license within 6 months of hire; CFM preferred
  • Experience with floodplain mapping, FEMA regs, and stormwater design
  • Proficient in GIS, hydrologic/hydraulic modeling, and project coordination

Responsibilities

  • Prepares analyses, plans, specs and cost estimates for flood risk and stormwater projects
  • Develops 1D/2D hydrologic/hydraulic models
  • Assesses flood risk and drainage system performance under current and future conditions
  • Supports storm surge, tidal flooding, and climate resilience studies
  • Documents analyses in memos, reports, figures and client presentations
  • Coordinates with project team members, subcontractors and agencies
  • Engages with stakeholders and regulatory requirements for permitting
  • Contributes to feasible, cost-aware design and proposals
  • Coordinates cross-office work and workshare delivery

Water Resources Engineer - Junior to Mid-Level

Moffatt & Nichol specializes in large, complex waterfront infrastructure projects and is recognized as a worldwide leader in this field. We are actively looking for a Water Resources / Stormwater Engineer with 5 to 10 years of experience to join our Charleston office. As the successful new hire, you will work across project scales and timelines — from federal flood risk management projects to municipal stormwater master plans to resilience plans — collaborating closely with Moffatt & Nichol's coastal engineering experts as well as Waggonner & Ball, a Moffatt & Nicol studio, on regional resilience strategies and nature-based approaches that go beyond traditional H&H (hydrology and hydraulic) modeling. This is a unique opportunity to help grow our Charleston office and expand our footprint across the Southeast, with some travel to support project delivery, backed by the full technical depth of our Raleigh team and Moffatt & Nichol's national water resources practice.

Duties and Responsibilities:

  • Prepares engineering analyses, plans, specifications, and cost estimates in support of flood risk management, coastal resilience, stormwater, and drainage infrastructure projects
  • Develops and applies hydrologic, hydraulic, and hydrodynamic models, including 1D/2D riverine, urban drainage, interior basin, and coastal/tidal systems
  • Performs numerical modelling and engineering calculations to evaluate flood risk, system capacity, pump and outfall performance, and mitigation alternatives under existing and future conditions
  • Supports analyses related to storm surge, tidal flooding, rainfall-driven flooding, and sea level rise, including evaluation of phased and adaptive implementation approaches
  • Prepares technical memoranda, reports, exhibits, figures, and presentation materials to document analyses and communicate findings to internal teams and public-sector clients
  • Participates in technical coordination with project team members, internal disciplines (planning, GIS, visualization), subcontractors, and government agencies
  • Supports and participates in stakeholder engagement activities for projects involving municipal, state, and federal agencies, including coordination with regulatory requirements related to floodplain management and coastal permitting
  • Contributes to technical decision-making regarding feasibility, alternatives evaluation, cost considerations, and constructability
  • Coordinates task-level work and collaborates across offices to support project delivery and workshare execution

Qualifications:

  • Bachelor's Degree in Civil or Environmental Engineering
    • Master’s Degree in Civil or Environmental Engineering preferred
  • 5 to 10 years of experience related to water resources / stormwater management projects
  • Professional Engineering (PE) license is required within 6 months of hire
    • Certified Floodplain Manager (CFM) Certificate preferred
  • Background and/or experience with engineering analysis and design of various project types including a majority of the following:
    • Floodplain mapping and floodplain management
    • FEMA Floodplain Regulations and Standards
    • Stormwater hydrology and hydraulic modeling; stormwater and drainage infrastructure permitting and design
    • Watershed assessment & planning
    • Urban flood risk and floodplain managementFlood protection and resilience
    • Low impact development/green infrastructure
    • Preparing project scope and fee proposals
    • Construction principles, including survey, inspection, and engineering methods and materials, and surveying methods and techniques
  • Working knowledge of software programs and techniques, which should include:
    • AutoCAD Civil 3D
    • HEC-RAS , HEC-HMS
    • SWMM/XPSWMM/PCSWMM
    • InfoWorks ICM
    • ESRI GIS
      • Python/MATLAB/coding for GIS and modeling preferred

Physical Requirements:

Work is generally performed in an office or client office setting. Ability to use standard office equipment is required. Some site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment. Light regional travel will be required.
