Job summary

The City of Boise seeks a Water Renewal Utility Planning Coordinator to align strategic and capital planning, manage projects, and support financial and business processes across Water Renewal and City teams. This role requires a strong communicator and project manager capable of balancing big-picture planning with detailed execution.

It emphasizes cross‑department collaboration, ongoing improvement of processes, and delivering complex initiatives on time and on budget within the City's Water

Qualifications

• Bachelor's degree in engineering, environmental science, public administration or related field
• Six years of experience with program planning and implementation, project management, strategic planning
• Or an equivalent combination of education and/or experience.

Responsibilities

• Coordinate recurring strategic planning, capital planning, and utility planning through discussion facilitation, documenting outcomes, tracking action items, and ensuring established timelines are met.
• Administer the project delivery model for planning for capital projects and support project managers and staff in applying the process consistently and transparently across utility projects.
• Review project deliverables such as business case evaluations and conduct continuous improvement efforts.
• Develop and maintain the utility's long term capital improvement plan, ensuring alignment with organization goals and coordinating budget and schedule updates with program management staff.

Education

Bachelor's degree in engineering, environmental science, public administration or related field

Help connect strategy, projects, budgets and people across Boise’s Water Renewal Utility.

The City of Boise is seeking a Water Renewal Utility Planning Coordinator to coordinate strategic and capital planning, manage projects, and support key financial and business processes. This highly collaborative role works across Water Renewal and with teams throughout the City to keep priorities moving forward, strengthen communication and improve how work gets done. The ideal candidate is a strong communicator and project manager who can balance big-picture planning with the details needed to successfully deliver complex initiatives.

Required Knowledge, Experience, And Training

• Bachelor's degree in engineering, environmental science, public administration or related field
• Six years of experience with program planning and implementation, project management, strategic planning
• Or an equivalent combination of education and/or experience.

Licensing And Other Requirements

• Valid state-issued driver's license.

Performs highly complex and specialized tasks requiring considerable judgment, independent analysis and decision making. Provides leadership, coaching and/or mentoring to subordinate group.

Reviews project deliverables such as business case evaluations and conducts continuous improvement efforts.

Implements strategies and projects to meet the objectives of the Water Renewal Utility Plan. Manages consultant led projects and collaborates with city staff in developing utility policies, procedures and research. Conducts construction site and facility visits to support project implementation.

Manages projects including project scoping, scheduling, resource management, risk assessment and stakeholder communication. Tracks and reports on project performance to ensure timely and on budget delivery of projects.

Develops and maintains the utility's long term capital improvement plan, ensuring alignment with organization goals. Coordinates budget and schedule updates with program management staff. Serves as a primary liaison with the finance team.

Supports strategic planning and continuous improvement initiatives by identifying opportunities to improve business processes, documenting procedures, and helping integrate ideas and priorities across multiple functional areas.

Additional Required Knowledge, Experience, And Training

Knowledge of:

• Project management methods
• Finance methods and techniques
• Water renewal, treatment and collection principles and practices
• Computer usage including related software.

Preferred Knowledge, Experience, And Training

Master's degree in water resources, engineering, natural resource management, environmental science, public or business administration or related field and nine years of experience in the field.

Knowledge of:

• Construction, operation and maintenance of water renewal treatment facilities and collection systems
• Principles and practices of financial, technical and operational analysis
• Risk management analyses.
