PURPOSE OF POSITIONThe purpose of this position is to supervise and manage the operations and maintenance of the Village Wastewater Treatment Plant in accordance with state and federal requirements. The work is performed under the direction of the Director of Public Works.

ESSENTIAL DUTIES AND RESPONSIBILITIESThe following duties are normal for this position. These are not to be construed as exclusive or allinclusive. Other duties may be required and assigned.Manages and administers the operations of the operations and maintenance of the wastewater treatment plant to maintain NPDES compliance. Monitors, reviews, revises and implements operational, laboratory and maintenance procedures. Works with staff to provide solutions to complex operations, maintenance, safety and regulatory issues. Thorough knowledge of principles and practices of wastewater treatment and the ability to implement, administer, and evaluate in regards to state and federal regulations.Ensure compliance with all applicable state and federal regulations and requirements; reviews and approves submittals of state and federal EPA reports.Supervises division personnel; assists in selecting new employees; provides instruction and training; plans, coordinates, assigns and reviews work; allocates personnel, approves leave; maintains standards and evaluates performance. Reviews resources necessary for staff to complete work assignments along with proper equipment.Prepares the base and program operational budget for the wastewater treatment plant; monitors, reviews and approves all expenditures. Prepares 8-year capital expenditure plans and projections for the wastewater treatment plant.Acts as Village representative on all wastewater treatment plant programs, expansions and new equipment.Administers, implements, and/or participates in safety and security training (i.e. HAZ Mat, NIMS, Etc.).Monitors, reviews and assists in the computer equipment maintenance program. Monitors plant SCADA control system; designs, operates and modifies operational settings and coordinates programming.Maintains computerized and manual records and prepares reports pertaining to the operation of the facility and reviews of daily inspections to ensure that the facility meets NPDES permit regulations.Prepares a variety of reports and correspondence; writes or assists in writing contract and bid specifications.Maintains on-call availability to respond to emergency situations.

MINIMUM QUALIFICATIONSA

A combination of acceptable education and experience equal to a Bachelor’s Degree in an environmental field with vocational/technical training in wastewater treatment operations, six to eight years of progressively responsible wastewater management/supervisory experience, or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job. Position requires Illinois Class 1 Wastewater Operator certification and the possession of a valid Illinois driver’s license. Ability to obtain a Class B Commercial Driver’s License within six (6) months of employment.
