The ideal candidate has a engineering/technical degree, 5+ years in water utilities, and a track record supervising union environments. Strong SCADA and reporting skills are essential, with Idaho licensing pursued if needed.

Job Description

Is accountable for results of the team, exercises limited management authority; setting employee performance objectives, conducts performance reviews, and defines team operating standards and ensures essential procedures are followed based on knowledge of own discipline. Plans, directs and oversees the overall operations of the production and treatment systems, which includes the maintenance of sources of supply, treatment plants and pumping stations, storage tanks, electrical and mechanical equipment and instrumentation to ensure the delivery of high-quality water at a reasonable cost. Ensures adequate supply of water to the distribution system to maintain minimum fire protection requirements and customer supply. Ensures that Company, governmental, and regulatory requirements and standards are consistently met.

Primary Duties/Responsibilities
  • Provide leadership to the production department on daily affairs.
  • Achieve customer service outcomes.
  • Ensures all safety and security regulations are policies are implemented and followed.
  • Ensure regulatory compliance is met at all times.
  • Develop departmental budget plans and effectively manages expenses and costs to ensure the most effective and efficient use of capital and operational funds for strategic growth and department function.
  • Complete periodic and annual performance reviews of direct reports and assist with indirect report reviews.
  • Coaches and develops staff to achieve full potential.
  • Ensures departmental compliance with OSHA and Company safety rules, policies, and procedures. Collaborates with EHS to establish and maintain a healthy safety culture and best practices within the department.
  • Cross departmental collaboration and coordination to ensure consistency and operational efficiency. When appropriate, ensure individual department decisions include the greatest collective benefit across all departments.
Education / Experience / Background
  • Bachelor's degree in Engineering, Chemistry, Management or Technology, or equivalent experience.
  • 5 - 8 years of experience in a water utility with both well and surface production and treatment facilities.
  • Minimum 5 years related experience in a supervisory capacity.
  • Experience in a unionized work environment is preferred.
Knowledge / Skills / Abilities
  • Strong professionalism, independent judgment, and ability to work with all levels of staff, management, and organized labor groups within the organization.
  • Proven interpersonal and problem-solving abilities.
  • Strong knowledge of hydraulic principles.
  • Strong operational knowledge of wells, pumps, motors, and related equipment.
  • Strong operational knowledge of well and surface water treatment systems and methods.
  • Good understanding of chemistry for sampling and treatment procedures.
  • Good knowledge and understanding of water operations control systems; i.e. SCADA.
  • Strong knowledge of federal and state water quality regulations.
  • Thorough understanding of overall water systems operation.
  • Strong interpersonal skills.
  • Strong communication skills, both written and oral.
  • Strong knowledge of OSHA and Company environmental health and safety rules, policies, and procedures, including cross connection control.
  • Strong knowledge of federal, state, and local transportation rules.
  • Ability to function in the digital world, using computer, laptop, tablet, smartphone devices and software to communicate and perform and record work.
  • Proficiency with business office computing systems.
  • Ability to be available and respond to emergency situations.
  • Must be able to read complex reports and operational drawings.
  • Write detailed reports and prepare and deliver presentations.
  • Must be able to reason and analyze complex operational challenges and resolve the same.
  • Must be able to learn new technological advances in water industry and train personnel.
Required Certification / Licenses / Training
  • Idaho Class 4 Water Treatment Plant Operator's License is necessary and/or ability to acquire within 1 year.
  • Possess and maintain Valid state driver's license.
Physical Requirements
  • Walking, including uneven terrain; climbing hills and stairs; sitting and standing for extended periods of time viewing computer screens and utilizing keyboard and mouse.
  • Must be able to see clearly, hear warning devices and alarms. Must be able to speak to give direction and converse with others.
