Qualifications

  • High School graduation or equivalent.
  • Possess or obtain Minnesota Class B CDL within 12 months of appointment.
  • SCADA software and Microsoft Office proficiency.
  • Ability to effectively communicate in English both orally and in writing.
  • Must comply with DOT drug testing requirements.
  • Class C Water Supply Systems Operator certification within twelve months after appointment.

Responsibilities

  • Operate and maintain the water treatment plant, wells, distribution system, and related infrastructure.
  • Perform lab testing, operational adjustments, safety programs, and equipment repairs.
  • Assist with meters installation, testing, and readings; troubleshoot and record usage.
  • Locate City utilities and assist in sewer and storm operations as needed.
  • Respond to on-call utilities duties and emergencies outside normal hours.

Job description

Responsible for assisting the Public Works Supervisor – Utilities Water Treatment with the following: operation, maintenance, and repair of the City’s wells, raw water collection system, towers, booster station, Water Treatment Plant, and monitoring the water distribution system. Also, at times performs all tasks of a Maintenance Worker I and II – Utilities job duties. The Water Plant Operator - Utilities must be available for extended workdays, call back, shift schedule changes, on-call duty, weekend shifts, snow and ice control and other emergencies.

This position will have the ability to change work schedules to accommodate weekends and/or different hours based on the operational needs of the water treatment system

  1. Performs all tasks, functions, and duties related to the operation of the water treatment plant, including but not limited to: lab testing, operational adjustment, safety programs, manual labor and equipment use; equipment operation and repair; equipment maintenance, routine oil and lubrication repairs, and other routine equipment repairs; use of torch, jackhammer, welder, locator, bobcat, loader and other associated equipment.
  2. Performs manual tasks and routine equipment operation for the water treatment plant, wells and water distribution system, including but not limited to sample collection, inspection, repair, maintenance, troubleshooting, and operation of hydrants, valves, piping, curb box, and all other associated equipment and infrastructure.
  3. Performs manual tasks and routine equipment operation for the installation and servicing of meters, including but not limited to reading of meters; installation of meters and related equipment; troubleshooting, repair, and testing of meters, generators, radios and usage recording equipment; assistance in determining cause for unusual readings.
  4. Performs locating of City utilities, including water, storm sewer, sanitary sewer and City-owned utilities.
  5. Performs snow and ice control for the city, including but not limited to operating snowplow equipment (plow truck, loader, and small equipment), and performing general repairs to equipment.
  6. Utilizes technology applicable to the field and/or general operations and implements available technology to accomplish work tasks including asset management, GIS, and SCADA software.
  7. Adheres to all safety rules and regulations; follows safe work practices according to law, City practices, and generally accepted safe work standards.
  8. Assists Collections and distribution crew as directed, may include manual tasks and routine equipment operation for the sanitary sewer and storm sewer systems, including but not limited to operation, repair, troubleshooting and maintenance of lift stations including pumps, valves, controls, sewer cleaning, and all other associated equipment and infrastructure.
  9. Assists all maintenance divisions and other departments, as directed, in the required maintenance of City-owned properties.
  10. Performs other duties consistent with the tasks of the position and as may be assigned by the city.
  11. Performs on-call utility duty on a rotating basis to respond to utility/Water Treatment system related issues outside of normal business hours.
Minimum Requirements:
  • High School graduation or equivalent.
  • Valid Minnesota driver’s license and excellent driving record.
  • Possess or be able to obtain and maintain Minnesota Class B commercial driver’s license within 12 months of appointment.
  • Mechanical ability including demonstrated knowledge of routine care and maintenance of equipment.
  • Demonstrated computer skills including SCADA software and Microsoft Office products.
  • Ability to effectively communicate in English both orally and in writing.
  • Demonstrated ability to follow safe work practices according to law, City practices, and generally accepted safe work standards.
  • Must be able to comply with Department of Transportation drug testing requirements.
  • Class C Water Supply Systems Operator certification or must obtain within twelve months after appointment.
Preferred Qualifications:
  • Class B Water Supply Systems Operator certification.
  • Technical training in water/wastewater operations.
  • One or more years of work experience in a Membrane Water treatment plant.
  • One or more years of work experience in equipment maintenance and operations of a water treatment plant.
  • Class SD MPCA Collection System License
Working Conditions and Physical Requirements:
  • Work is performed primarily at project sites or the water treatment plant.
  • Performs on-call utility duty on a rotating basis to respond to utility related issues outside of normal business hours.
  • Requires ability to enter confined spaces, use personal protective equipment such as respirators, harnesses and other required equipment
  • When it applies, a clean-shaven face in order to wear a respirator to change out chlorine tanks
  • Ability to work outdoors in extreme weather.
  • Physical activities include bending, twisting, gripping, carrying, shoveling and lifting of up to 50 lbs.
  • Must be available for on-call duty and callback for emergency operations such as snow and ice control, alarm situations, and water main breaks.
