POSITION SUMMARY

Under minimal supervision, the Water Plant Assistant Manager oversees the treatment, collection, distribution and daily operations of plant facilities in accordance with federal, state and local regulations. Employees in this job class must be detail oriented. This job requires advanced knowledge and understanding of applicable water regulations.

KEY RESPONSIBILITIES
  • Plan and develop work schedules, equipment usage schedules and procedures for system maintenance.
  • Ensure plant and operators comply with regulations through regular testing and meticulous record keeping.
  • Daily inspections of wells, pumps, motors, valves, electrical panels, storage, mixing and holding tanks, chemical feed systems, metering devices, plant general maintenance and corrosion control.
  • Maintain distribution systems, hydrants, valves and flushing operations.
  • Ensure safe work environment and proper equipment condition.
  • Maintain and verify SCADA systems operational and within tolerance through manual testing.
  • Provide technical support to field personnel and engage in field issues.
  • Review work in progress and completed to ensure correctness.
  • Participate in departmental and other meetings regularly.
  • Perform other duties and special projects as assigned.

MINIMUM QUALIFICATIONS
  • Five years of water plant operations experience, including three years in supervisory role.
  • Knowledge of applicable water regulations and supervisory principles.
  • Familiarity with federal, state and local rules for public water systems.
  • Skill in estimating time and materials common to the trade.
  • Ability to develop capital projects to improve plant operations and treatment methods and equipment.
  • Supervisory skills to hire, develop, manage performance and address employee relations.
  • Ability to supervise and develop team to meet production/service goals while following safety policies and rules.
  • Excellent communication skills, orally and in writing; presentation and inquiry response skills.
  • Demonstrated leadership, organizational, reasoning, problem solving and analytical skills.
  • Exceptional customer service skills.
  • Human relations skills to build effective relationships with team, customers and public.
  • Advanced computer literacy and proficiency in word processing, spreadsheet, database, presentation software.

EDUCATION REQUIREMENTS

Associate's degree.

CERTIFICATES OR LICENSES REQUIRED
  • Public Water Treatment System NJ T-3 (Required)
  • Public Water Distribution System NJ W-2 (Required)
  • Fed Security Clearance
  • Valid Driver's License
PHYSICAL REQUIREMENTS
  • Monitor gauges, controls, and/or computer systems.
  • Lift materials up to 35 pounds.
  • Bend and stoop.
  • Climb ladders.
WORK ENVIRONMENT

Work is performed at a customer’s location in office, shop, warehouse, or outdoor environment. May require driving. Equipment may be in crawl spaces, rooftops, and outside facility. Employees may be exposed to hazardous or toxic substances, electrical shock, noise, and weather conditions.
