Job summary

Goleta Water District is seeking a Capital Project Lead to manage complex capital programs for treatment and distribution systems. The role includes leading studies, design and construction, and overseeing engineering staff, consultants, and contractors.

The position emphasizes translating technical concepts for executives and stakeholders, ensuring budget, schedule, and quality objectives are met across projects.

Qualifications

• Bachelor’s degree in engineering, preferably in a civil discipline, or related field.
• Five years of capital project management, civil engineering, or construction management experience, preferably related to water works facilities or treatment.
• Valid California Driver’s License, and proof of a good driving record for at least two years.

Responsibilities

• Lead, oversee and participate in studies and the design and construction of capital improvement projects for the District.
• Administer design and construction contracts, including reviewing scopes of work, schedules, and budgets.
• Coordinate work with other department and outside agencies.
• Provide work direction to staff, consultants, and contractors; review work for completeness and accuracy.
• Prepare technical documents and reports for internal use and for regulatory agencies.
• Ensure projects meet budget, schedule, and quality objectives.
