Job Posting: Water Crew Foreman – Responsible Operator in Charge (ROINC)
Department: Water
Pay Rate: $47.12/hour + annual increases per AFSCME Contract
Employment Status: Full-Time, Bargaining Unit – AFSCME General Unit
Work Schedule: 7:00 AM to 3:00 PM, Monday–Friday (subject to change based on operational needs)


Position Summary

The City of Wilmington is seeking a qualified and experienced professional to serve as the Water Crew Foreman – Responsible Operator in Charge (ROINC). This leadership position oversees the daily operations of the City’s water treatment and distribution systems and ensures full compliance with IEPA regulations. The Foreman will supervise department personnel, manage maintenance and compliance efforts, and serve as a key liaison to the Public Works Director.


Key Responsibilities

Operations & Compliance

Operate and manage the water treatment plant and pumping stations
Ensure water quality compliance with IEPA/EPA regulations
Conduct and report all required sampling and testing
Utilize SCADA, PLCs, and automated systems for monitoring and control
Maintain logs and regulatory submissions per IEPA requirements
Supervision & Personnel Management

Lead, supervise, and train all water department staff
Assign and oversee task completion and ensure safe work practices
Participate in performance evaluations, training, and hiring
Maintain staffing schedules and oversee emergency response readiness
Infrastructure Maintenance

Oversee maintenance and repair of plant systems and distribution infrastructure
Coordinate valve exercising, hydrant flushing, and meter operations
Manage inventory of tools, equipment, chemicals, and supplies
Support capital improvement planning and infrastructure upgrades
Emergency Response

Lead emergency response to system failures, water main breaks, and boil orders
Participate in after-hours callouts and coordinate with emergency services

Qualifications

Education & Experience

High school diploma or GED required
At least five (5) years of supervisory experience in water, wastewater, or public works
Strong knowledge of IEPA regulations and water systems
Experience with metering systems, SCADA, and Microsoft Office
Licenses & Certifications

Valid Illinois Driver’s License (CDL preferred)
Class A IEPA Water Treatment Certificate preferred
Candidates must obtain Class A In-Training Certification within 9 months of hire and full Class A License within 3 years

Work Environment & Physical Requirements

Ability to lift 50–100+ lbs, work in confined spaces, and operate in outdoor and hazardous environments
Exposure to extreme weather, noise, chemicals, and electrical systems
Must comply with OSHA, Department of Labor, and City safety protocols
