Job description

Responsible for the safe, reliable, and efficient operation of Georgetown's water distribution system through continuous monitoring and control of the City's water infrastructure. Oversees all aspects of water system operations including SCADA monitoring, storage tank management, pressure zone control, valve operations, emergency response coordination, outage management, and operational communications. Supervises Utility System Operators and ensures all activities prioritize public health, employee safety, environmental stewardship, regulatory compliance, and exceptional customer service.

Essential duties and responsibilities may include, but are not limited to, the following:

Water Distribution System Operations
  • Monitor and control the City's potable water distribution system using SCADA.
  • Maintain system pressures throughout all pressure zones.
  • Monitor storage tank levels and coordinate pumping operations.
  • Coordinate operation of booster pump stations, pressure reducing valves (PRVs), and other critical system assets.
  • Monitor system flows, pressures, pump status, alarms, and water quality indicators.
  • Coordinate planned operational changes with Water Operations and Engineering.
  • Optimize system operations to improve efficiency while maintaining service reliability.
Outage Management and Emergency Response
  • Coordinate response to water main breaks, pressure loss events, service interruptions, and water quality incidents.
  • Dispatch field personnel and coordinate restoration activities.
  • Maintain situational awareness during emergency events.
  • Prepare operational briefings for executive leadership.
  • Participate in Emergency Operations Center (EOC) activations.
SCADA Operations
  • Monitor the City's SCADA system 24 hours per day.
  • Identify abnormal operating conditions and initiate appropriate response.
  • Verify alarm accuracy and report instrumentation or communication failures.
  • Coordinate with Operational Technology staff regarding SCADA improvements.
  • Assist with testing of new control strategies and system upgrades.
Water Quality Protection
  • Monitor chlorine residuals, turbidity, storage tank turnover, and water age indicators.
  • Coordinate operational changes to maintain regulatory compliance.
  • Notify appropriate personnel of abnormal water quality conditions.
  • Support implementation of water quality investigations.
Customer Service
  • Serve as the operational point of contact during distribution system emergencies.
  • Provide timely outage information to customer service representatives.
  • Maintain communication with emergency responders, internal departments, and executive leadership.
  • Coordinate restoration updates for public communication.
System Reliability
  • Analyze system performance trends.
  • Monitor pressure and storage reliability metrics.
  • Support development of operational improvements.
  • Participate in after-action reviews following major events.
  • Recommend operational improvements to enhance system resilience.

Performs other duties as assigned.

MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines

Must possess a high school diploma or equivalent. Five (5) years of progressively responsible experience in water distribution operations, treatment operations, or utility system control with two years of supervisory or lead position. Experience coordinating emergency response and utility restoration activities.

LICENSES AND CERTIFICATION REQUIREMENTS
  • Texas Class C Water Distribution License or higher

  • Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three (3) year driving history.

Hiring Range: $106,408.12 - $133,307.20, annually.
