The Town of Shrewsbury is seeking an experienced Data Analyst to join the Public Works Business Management Division as a Water Analytics Program Manager. You will bridge billing data with water operations to improve data integrity, revenue assurance, and operational efficiency.

You’ll perform meter data audits, reconcile production and consumption, manage MUNIS ERP setup, and produce reports on system loss and performance.

Qualifications

  • Bachelor’s degree in a data analytics, business administration, operations management, or related field with 1–3 years in a data analysis role.
  • Advanced Excel skills and proficiency with data analysis tools.
  • Experience with MUNIS highly preferred.
  • Ability to identify and troubleshoot complex data discrepancies and system integration failures.
  • Strong communication and problem-solving skills.
  • Ability to work with staff, boards, vendors, and the public.

Responsibilities

  • Performs analyses and audits of meter data to identify discrepancies impacting read and billing accuracy.
  • Reconciles water production vs. consumption to identify Unaccounted for Water (UAW) trends.
  • Manages water meter data setup in the MUNIS ERP system to ensure billing accuracy.
  • Oversees data transfers between UtilityUIQ, Temetra, and MUNIS for data integrity.
  • Identifies opportunities to improve revenue collection with Utility Billing.
  • Consolidates data from pumping stations and meters to report system loss and efficiency.

Job description

The Town of Shrewsbury, a full service local government driven by high performance, is seeking an experienced Data Analyst to join our Public Works Business Management Division team as a Water Analytics Program Manager.

The Program Manager will work closely with both the Business Management team and the Water/Sewer team to bridge the gap between our utility billing and our operational water metrics, and ensure utility data integrity, revenue assurance, as well as opportunities for increased operational efficiency.

What You’ll Do
  • Performs analyses and audits of existing meter data and system configuration to identify and rectify discrepancies and/or errors impacting read and billing accuracy.
  • Performs regularly scheduled reconciliations of water pumped (production) versus water billed (consumption) to identify discrepancies and trends in Unaccounted for Water (UAW).
  • Manages and oversees the technical setup of water meter data within the MUNIS ERP system, ensuring all parameters (e.g., meter type, register size, ERT ID, system settings) are correctly established and configured for billing accuracy.
  • Oversees the integrity of system files and automated data transfers between UtilityUIQ, Temetra, and MUNIS, ensuring field-to-office data synchronization.
  • Identifies and executes on improved revenue collection opportunities, performs aging analyses, etc. in collaboration with the Utility Billing function.
  • Consolidates data from pumping stations, master meters, and the MUNIS billing system to create comprehensive reports on system loss and operational efficiency.
What You’ll Bring
  • A Bachelor’s Degree in Data Analytics, Business Administration, Operations Management, or a related field and one to three years in a data analysis focused role (preferably in a public works or municipal water environment), or an equivalent combination of education and experience.
  • A high level of proficiency in Excel and other data analysis tools, and a strong analytical mindset
  • Experience with MUNIS highly preferred
  • Ability to identify and troubleshoot complex data discrepancies and system integration failures.
  • Strong communication, and problem solving skills
  • Ability to work well with employees, board and commission members, vendors, and members of the public
Work Hours & Benefits

The Water Analytics Program Manager works from the Public Works suite at Town Hall. Standard work hours are Monday, Wednesday, and Thursday from 8:00 AM to 4:30 PM; Tuesday from 8:00 AM to 6:30 PM; and Friday from 8:00 AM to 12:00 PM, with additional hours as needed.
