Job summary

Gfoat is seeking a Public Works manager to oversee daily operations of the wastewater facilities, lift stations, and SCADA systems. You will supervise staff, review contracts, and ensure regulatory compliance while coordinating with the Director of Public Works.

Job description

General Description of Position:

Under general and specific administrative direction from the Director of Public Works; oversees the daily operation, maintenance and performance of the City’s lift stations and wastewater treatment plant. Assists in the direction, planning, review and management of Public Works Wastewater Facilities while overseeing the primary responsibilities of staff members.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Functions:

• Represents the City of Van Alstyne in a professional, appropriate manner at all times
• Supports and assists the Director of Public Works in the daily operations of the Department.
• Recommends and assists in the implementation of goals and objectives for direct staff; establishes schedules and methods for effective maintenance services;
• Plans, prioritizes, assigns, supervises and reviews the work of staff;
• Reviews contract bids and consultant design work;
• Identifies maintenance and repair needs and recommends corrective action.
• Responds to emergency operations; prepares for and confronts emergency conditions as necessary to maintain efficient and effective City services;
• Assists with input for the annual budget;
• Provides leadership to promote safety and performance of Public Works personnel;
• Train staff on safety procedures, confined space entry, lockout/tagout, and operational standards;
• Directs ongoing research into new municipal public works technologies and trends, and recommends implementation of programs and equipment to help the Department achieve its objectives more efficiently;
• Supervises, oversees and manages operations of the Sewer Division including implementation of sewer system maintenance and improvements to the wastewater facilities, including SCADA monitoring operations and assists in construction of the wastewater collection system and lift stations, when necessary;
• Counsels, disciplines, evaluates, develops, and directs assigned staff;
• Coordinates and prioritizes department and division operations to meet needs of the department and safety of the public;
• Inspects ongoing work of assigned divisions and investigates requests for new projects;
• Reports operational issues related to compliance with all applicable regulations;
• Responds to inquiries and complaints from residents, vendors, contractors and consultants and recommends corrective action as necessary to resolve issues;
• Oversees operational characteristics of wastewater equipment and facilities including but not limited to lift stations, pumps, aeration systems, clarifiers, and disinfection systems;
• Review lab results (BOD, TSS, ammonia, chlorine residual, etc.) and adjust treatment processes as needed;
• Respond to alarms, equipment failures, and sanitary sewer overflows (SSOs);
• Supervise the operation of a wastewater treatment plant (such as an activated sludge process system, oxidation ditch, or lagoon system);
• Maintain compliance with state environmental agencies such as the Texas Commission on Environmental Quality;
• Prepare and submit required reports to regulatory entities, including Discharge Monitoring Reports (DMRs) and SSOs;
• Monitor plant performance to ensure proper treatment before discharge;
• Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve the concerns; and
• Perform other related duties as assigned.

Working Conditions:

Somewhat disagreeable working conditions. Continuously exposed to one or two elements such as noise, intermittent standing, walking; and pushing, carrying, or lifting. May involve some travel and/or work is at times, in the evening or during the night hours.

Machines, Tools, Equipment:

Knowledge and ability to properly use and operate small, medium, and large trucks, probe rod, pumps, power tools, and hand tools.

Protective Equipment Provided:

Hard hat, gloves, boots, mask, and eye protection.

Compensation and Benefits:

Salary Range: $64,480 – $74,880 annually, commensurate with qualifications and relevant experience.
The is a full-time nonexempt position.
Hours: At will. Mandatory overtime and on-call as needed.

Education, Training, and Experience:

Six (6) years of increasingly responsible experience in utility operations and maintenance including one (2) years of lead or supervisory experience. An equivalent combination of education, experience and training that provides the required knowledge, skills and abilities may be considered.

• High school diploma or equivalent required;
• Must possess and continue to possess a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated;
• Possession of an Operator C Wastewater License issued by the Texas Commission on Environmental Quality;

Critical Thinking Skills:

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Work Environment/Physical Requirements:

Heavy. Exerting force to lift, carry, or drag 50-100 pounds rarely, 25-50 pounds occasionally, or up to 10-20 pounds frequently. Other essential and important duties/functions require maintaining physical condition necessary for adequate physical performance abilities including moderate and heavy lifting; bending stooping, kneeling, crawling, climbing; the use of fingers, both hands and both arms; the use of both legs; walking, standing or sitting for prolonged periods of time; the ability to operate motorized equipment and assigned vehicles; adequate speech, hearing and eyesight required; lift, carry, push, pull, drag or hold moderate to heavy weight objects; visual acuity and ability to distinguish color.
