Job summary

Oregon Health & Science University is seeking a Program Manager for the Women, Infants and Children (WIC) Supplementation Nutrition Program. This role ensures state and federal requirements are met, staff are trained, and clients receive benefits appropriately.

This is a highly regulated program, so accurate documentation, understanding of policies and procedures, and a high level of organization is required.

Qualifications

  • Bachelor’s Degree in foods/nutrition or health-related field.
  • At least 2 years of management experience.
  • Experience in WIC or public health nutrition preferred.

Job description

This person serves as Program Manager for the Women, Infants and Children (WIC) Supplementation Nutrition Program. This position ensures state and federal requirements are met, staff are properly trained and provide high quality customer service, and clients receive benefits as appropriate. This is a highly regulated program, so accurate documentation, understanding of policies and procedures, and a high level of organization is required. Provide mentorship and supervision to WIC Program team.

This position will also serve as the program dietitian, providing dietary counseling to high-risk clients, which include children birth to 5 years old, pregnant and post-partum women.

Essential Duties and Responsibilities

The following may not be all inclusive and other duties may be assigned.

  • Plans, implements and evaluates WIC program activities in cooperation with the Public Health Director.
  • Participates in coordination of the WIC Program with other County Health Department programs and services in adherence to state and federal guidelines. This includes in-service education for staff, ensuring required screenings for clients, and subsequent referrals to additional services as needed.
  • Plans, assigns, reviews and coordinates the work of all WIC staff; trains staff; provides technical assistance; evaluates and monitors performance of WIC staff, responsible for quality assurance in the WIC Program.
  • Understands caseload management principles and strategies for maintaining WIC participant caseload at targeted levels. Ensures program outreach to potential participants is performed and documented.
  • Uses technology to monitor local agency operations; Uses state-provided database for program data entry and retrieval; interprets reports; Completes Coordinator specific program reports and tasks.
  • Assures that quality nutrition education is offered to all WIC participants, utilizing participant centered services.
  • Ensures the annual nutrition education plan is completed and submitted to Oregon Health Authority.
  • Schedules clinic activities; both local and satellite.
  • Assures agency actively and effectively supports and promotes breastfeeding.
  • Completes annual agency reviews or audits – state and local.
  • Ensures program provides excellent customer service to WIC participants and community partners.
  • Coordinates with Registered Dietitian to ensure delivery of dietary counseling is provided to high risk women, infants and children.
  • Reviews and assesses the diet and health histories of clients and refers to Registered Dietitian as needed; educates clients on various health and nutrition issues; makes referrals to other community agencies and monitors client progress; maintains accurate records.
  • Performs accurate health screening tests and measurements; such as, height, weight and blood sampling to measure hemoglobin level; evaluates and explains results to clients. Ensures WIC staff are able to perform these measurements accurately.
  • Orders and maintains adequate inventory of office supplies, clinical supplies, forms, educational materials, and other materials.
  • Coordinates with Assistant Director and Director to ensure an efficient and accurate program budget.
  • Maintains skills as WIC certifier ensure knowledge, provide technical assistance to WIC staff, and provide backup coverage as needed.
  • Provides dietary counseling, specific to training and background in nutrition, to high-risk women, infants and children.
  • Reviews and assesses the diet and health histories of clients and develops plans for diet improvement; educates clients on various health and nutrition issues; makes referrals to other community agencies and monitors client progress; maintains accurate records.
  • Coordinate with clinics when prescription formulas or other dietary needs are identified that affect WIC food package benefits. Complete required documentation within appropriate timeline.

Education and/or Experience

Bachelor’s Degree in foods/nutrition or other health related field or at least 2 years of job-related experience in nutrition field. At least 2 years of management experience.
