Job Description

The Vice President of Technology and Operations Risk Management is a strategic and experienced leader who will develop a multi-year strategy to ensure effective management of Operational, Technology, Data, Resiliency, and Cyber Security risks across the Chief Operation Office (COO) organization. Reporting to the Chief Control Officer, the V P prioritize s risk issues across COO , encompassing the Chief Information Office and Enterprise Operations) , in alignment with strategy, and drive partnership and collaboration with leaders across Fannie Mae to identify emerging risks, improve risk and control management frameworks, and drive enhanced efficiencies through automation. This role will also oversee the development of programs, processes, and tools that raise awareness of relevant risk management issues and enable senior leaders within the Chief Information Office ( CIO ) to translate risk management into everyday actions.

  • Dri ve the l i nkage between Technology R i sk Assessment and R i sk and Control Self-Assessment (RCSA) w i th i n Operat i onal R i sk Framework
  • Assi st f i rst-l i ne Operat i onal R i sk Off i cers w i th establ i sh i ng and susta i n i ng requ i red control frameworks ( i nclus i ve of control evaluat i on and measurement act i v i t i es) and determ i n i ng the appropr i ate technology r i sk events
  • Provi de collaborat i ve assessment of i nherent r i sk, m i t i gat i ng controls, and res i dual r i sk and recommend adjustments as requ i red to meet pol i cy, regulatory requ i rements, aud i t ( i nternal and external), and i ndustry best pract i ces
  • Work di rectly w i th the appropr i ate funct i onal groups across f i rst and second-l i ne to i dent i fy areas w i th potent i ally elevated r i sk concentrat i ons and perform deep d i ve i nvest i gat i ons i nto the correspond i ng i nherent r i sks and m i t i gat i ng controls; approve remed i at i on plans, as appl i cable
  • Dri ve a number of f i rst-l i ne governance, comm i ttees, and work i ng groups, i nclud i ng the COO r i sk comm i ttee
  • Lead the transformati on of r i sk pract i ces and processes, i nclud i ng w i th the use of Gen A I
  • Provi de i nput on emerg i ng operat i onal r i sks, i ssues, concerns and key bus i ness dec i s i ons taken to execute the Company's strateg i es related to COO respons i b i l i t i es
  • Develop, report on, and dri ve i mprovement of r i sk metr i cs for COO organ i zat i on based on the mult i -year i mplementat i on roadmap; support COO r i sk report i ng needs to i nternal and external stakeholders I dent i fy opportun i t i es for i mprovement i n overall f i rst-l i ne r i sk management

Candidate Qualifications

  • 10+ years of leadership experience in risk management, technology risk, operational risk, or related disciplines.
  • 5+ years of progress i ve human cap i tal leadersh i p.
  • Demonstrated abi l i ty to develop and execute mult i -year r i sk strateg i es al i gned w i th organ i zat i onal goals.
  • Strong background i n technology r i sk strateg i es and bus i ness cas i ng on technology r i sk .
  • Deep understandi ng of i ntegrated r i sk management frameworks, i nclud i ng Operat i onal R i sk, Technology R i sk, Cybersecur i ty R i sk , Data R i sk, and Bus i ness Res i l i ency.
  • Proven experi ence w i th R i sk and Control Self-Assessments (RCSA), r i sk metr i cs development, and regulatory compl i ance requ i rements.
  • Fami l i ar i ty w i th r i sk assessment methodolog i es, control evaluat i on, and r i sk m i t i gat i on strateg i es.
  • Experi ence lead i ng cross-funct i onal teams and dr i v i ng cultural change toward r i sk-aware dec i s i on-mak i ng.
  • Excellent verbal and wri tten commun i cat i on sk i lls, w i th the ab i l i ty to present complex r i sk concepts to sen i or execut i ves and stakeholders.
  • Experi ence leverag i ng automat i on and technology to enhance r i sk management processes and report i ng.
