Job summary

HdL Companies in Fresno, CA seeks a Vice President of Tax and Fee Administration to lead a multi-million dollar division serving municipal clients. This senior role carries full P&L responsibility, directs a large call center, drives growth, and aligns operations with enterprise priorities to maximize revenue and service excellence.

The position requires strategic leadership, data-driven decision making, and the ability to build and scale a high-performing team across technology and process

Qualifications

• 10+ years of progressive leadership experience in operations, tax administration, public sector services, or related field.
• Experience managing large-scale operations and/or call center environments.
• Experience within industry combined with prior experience in strategic consulting and/or investment finance.
• Experience working in a technology-enabled or data-driven environment.

Responsibilities

• Lead day-to-day business management and operations of the TFA business unit, including call center performance, service delivery, and client support functions
• Manage and optimize a larger and diverse revenue portfolio, ensuring profitability, efficiency, and scalability
• Establish and monitor KPIs related to service levels, response times, compliance accuracy, and client satisfaction
• Drive continuous improvement initiatives to enhance operational effectiveness and reduce costs
• Develop and execute strategies to enhance local tax and fee administration services for municipal clients
• Identify opportunities for growth, innovation, and expansion of TFA offerings
• Collaborate with executive leadership to align TFA strategy with enterprise priorities, including technology and product roadmaps
• Leverage data analytics to inform decision-making and improve service delivery outcomes
• Partner with other HdL Senior Executives and other internal teams to generate ideas related to new services, acquisitions, and growth expansion opportunities
• Serve as an executive leader for key client relationships, ensuring high levels of satisfaction and retention
• Support business development efforts through proposals, client presentations, and solution design
• Ensure delivery of innovative tax and fee solutions that maximize revenue for municipal partners
• Partner with product and technology teams to implement scalable, high-performance solutions that enhance TFA service delivery
• Champion automation, digital tools, and data platforms to improve efficiency and client experience
• Support system implementations and process transformations that enable growth and operational excellence
• Lead, develop, and scale a high-performing team, including managers and frontline staff
• Foster a culture of high trust, accountability, continuous improvement, and client service excellence
• Drive succession planning, leadership development, and organizational design within the TFA function
