POSITION SUMMARY:

The Vice President of Project Portfolio Management Office plays a key role on the Credit Union’s Leadership team and is responsible for the implementation of enterprise-level portfolio and project governance structures and processes to support business opportunities and implementation of strategic plans. The role ensures the successful delivery of business and technology projects through proper portfolio management, process standardization, prioritization, resourcing, planning, execution monitoring, risk management, team development and communications.

This position provides leadership and guidance over enterprise-wide teams; works with business units, third party vendors and information technology teams to transform strategies into implementation plans to achieve key success measures on time, on function and within budget.

This position is responsible for the creation and ongoing support of the organization’s Enterprise Project Portfolio (including Operational/Maintenance Portfolio), the project management tool, as well as the creation of centers of excellence for the Project Management Lifecycle, Business Systems Analysis and Agile/Scrum Framework.

ESSENTIAL FUNCTIONS:
  • Responsible for annual/long term planning and execution of strategies, tactical plans, budgets, and associate development, including recruitment supervision, scheduling, training, development, performance appraisals, and disciplinary actions for the Enterprise Project Portfolio Management Office.
  • Elevates maturity level of portfolio and project management; governance, resource capacity and demand, and project management knowledge across the organization and leads by demonstrating culture and values.
  • Manages portfolio strategic alignment, prioritization and organizational integrated project lists to ensure the organization is focused on the highest priorities with effective capacity management.
  • Manages staff that leads cross-functional teams, plans and facilitates meetings, prepares progress reports, conducts post-implementation reviews, and documents lessons learned and overall project success and deficiencies.
  • Delegates tasks and responsibilities to a wide variety of staff at different levels of the organization, including management. Direct’s, trains, and supports team members to explain project objectives and individual roles and responsibilities.
  • Oversee and monitor projects that require high levels of integration between numerous departments and/or third parties such as vendors, service providers, and consultants. Evaluates performance and ensures conformance to terms of the contractual agreements.
  • Reviews and manages inter-dependencies and coordination across projects to ensure that information relating to project deliverables, risk, and issues are effectively communicated and that key stakeholders and key performance indicators are established and monitored.
  • Oversee project managers that manage dependencies, deliverables, critical path, and quality elements throughout the life cycle of projects that span multiple functions, departments, vendors, and processes. Assesses and analyzes risks and issues; develops and implements effective solutions to overcome obstacles, solves problems, and mitigates risks. Escalates risk and issues as appropriate for timely resolution and mitigation.
  • Develops and guides use of portfolio, project management, scrum and business systems analysis best practices. Create and maintain Centers of Excellence in aforementioned areas to promote organizational knowledge management.
  • Research and analyzes current and evolving technology, products, and services to identify and recommend opportunities for process improvements that have a significant impact on time, labor costs, direct costs, member service, and satisfaction.
  • Assists in priority calculation and ranking of projects to align with the Credit Union’s Strategic Plan.
  • Translate business priorities and requirements into actionable and structured project plans. Executes strategic plans and communicates status to stakeholders on a periodic basis.
  • Consults with Project Portfolio Managers and business partners throughout the project lifecycle including project inception, scoping, planning, and execution status.
  • Participates in establishing policies and procedures that are consistent with overall Credit Union policies and operating objectives.
  • Builds and maintains strong partner relationships, provides thought leadership in framing the business issues, and uses expertise to advise on growth strategies for scaling.
  • Works with the executive team in planning, designing, and implementing strategy.
  • Develops, tracks, and controls the enterprise Project Portfolio Management annual operating and capital budget.
  • Develop business case justifications and cost/benefit analyses for spending and initiatives.
  • Develop presentations for management reviews in an accurate and timely fashion and communicates to executives and business leaders.
  • Selects, develops, motivates, and coaches associates to achieve Credit Union goals.
  • Evaluates work performance of associates through timely and regularly scheduled coaching sessions and reviews; determines promotions, salary adjustments, and corrective actions.
  • Maintains current knowledge of policies and procedures, laws and regulation changes, which impact the Credit Union and communicates this knowledge to the executive team to initiate changes. Advises associates of the changes and ensures compliance.
  • Manages vendor relationships, negotiations, and contracts.
  • Analyzes various statistics and the use of technology in all areas of the operation and makes recommendations for the efficient operation and growth of the Credit Union.
QUALIFICATIONS Experience / Training / Education:
  • Bachelor’s degree in Business Administration, Management, Engineering, or related field.
  • Eight to ten years of experience in project management.
  • At least two years of supervisory experience.
  • Formal project management certification, certified Scrum Master, and/or certified Product Owner.
  • Demonstrated experience applying Agile/Scrum methodology as a practitioner and coach.
  • Expertise in capacity and resource management.
  • Demonstrated experience in Business Systems and Technical Analysis.
  • Experience with outsourcing/co-sourcing/managed services with onshore and offshore providers.
Knowledge / Skills / Abilities:
  • Ability to analyze financial data and prepare and present reports.
  • Strong working knowledge of GAAP.
  • Thorough understanding of state and federal regulations as they relate to credit union operations.
  • Knowledge of credit union rules, regulations, and policies.
  • Effective communication skills both verbally and in writing and excellent telephone manner. Has strong presentation skills.
  • Must have personal computer skills and be proficient with Microsoft programs at an intermediate skill level (i.e., Excel (pivot tables, lookups, IF statements, etc.), Word, and PowerPoint).
  • Ability to accurately perform mathematical calculations.
  • Ability to create and maintain accurate reliable records.
  • Requires good memory, knowledge retention skills and ability to multi-task, prioritize projects and duties effectively.
  • Requires excellent follow-through skills, member relations skills, and sound business judgment.
  • Ability to interface with others in a positive and professional manner.
  • Goal-oriented with a desire to work in a fast-paced and results-driven environment.
  • Demonstrates ability to work independently and be self-directed when necessary as well as the ability to work and accomplish goals in a team environment.

Compensation: Final offers are based on qualifications, experience, and internal equity. The anticipated range for this role is $161,600.00 - $215,420.00 annually.
