Overview
The VP of Procurement is a new role at the Center of Family Support. This role will oversee all activities related to contracting and purchasing for organization. This includes implementing and maintaining a Procurement and Payable system, managing the procurement of a wide variety of equipment, materials, supplies, and services for the agency, and overseeing competitive bidding processes and establishing contractual agreements. Careful judgment is essential, as decisions may impact significant sums of money.

Responsibilities
- Sets the company's procurement vision, strategy and ensures goals are aligned with overall company objectives. Provide leadership, vision and direction to the changing role of procurement in a center-led structure
- Manages high-level internal key stakeholders and key supplier relationships
- Maintain relationships with Programs and Departments and functional VPs
- Champions the strategic sourcing process for all externally purchased goods and services
- Oversees definition of standards, guidelines and policy compliance requirements
- Prepare final contracts and recommendations for award, administer contracts, and provide guidance to contractors on contractual terms. Maintains records of all of agencies contracts and leases
- Work with Chief Compliance Officer/ Director of QA & Risk Management to ensure that all vendor contracts follow New York Staff Office of Medicaid Inspector General (OMIG)/New Jersey State Office of State Comptroller (OSC) vendor contract requirements. To include but not limited to: vendor acknowledgement that they are subject to CFS' compliance program and Medicaid exclusion screenings.
- Initiate termination of vendor contracts for failure to adhere to CFS' compliance program requirements and/or if vendor identified/list on the Medicaid exclusion list.
- Track and provide up to date list of all contracted vendors' information to The Chief Financial Officer for Medicaid exclusion list checks and verify results to ensure that contracted vendors are not listed.
- Solicit and review bids from vendors for a wide variety of commodities, ensuring they meet specifications.
- Provide expert advice on procurement mechanisms and technical procurement matters.
- Understanding of key supply markets and key spend areas
- Build a high-performing procurement team.
Qualifications
- Bachelors degree required
- Executive with demonstrated business and supply chain/purchasing track record, as evidenced by 10+ years of business operations experience and 6+ years of broad-based procurement experience preferred
- Non-profit, healthcare or educational experience preferred
- Skilled negotiator and motivator
- Supervisory experience a plus

Pay Range
USD $4,615.39 - USD $5,000.00 /Bw.
