A well-capitalized and growing real estate investment and development organization is expanding into the affordable housing sector and is seeking an experienced Affordable Housing Development professional to help build and lead its LIHTC development platform. This is a unique opportunity for an accomplished affordable housing professional to play a significant role in establishing and growing a new business line. The ideal candidate will bring deep experience in Low-Income Housing Tax Credit (LIHTC) development, a strong network within the affordable housing community, and a demonstrated ability to source, structure, and execute development opportunities from initial identification through closing and completion.
This individual will have significant autonomy and will work directly with senior leadership to identify markets and opportunities, establish industry relationships, evaluate potential transactions, and build a national pipeline of affordable housing developments.
Key Responsibilities
- Source and originate new LIHTC and affordable housing development opportunities across the United States.
- Develop and maintain relationships with developers, property owners, housing authorities, state housing finance agencies, municipalities, lenders, syndicators, investors, brokers, consultants, and other industry partners.
- Identify attractive markets and development opportunities consistent with the organization's affordable housing investment strategy.
- Lead the evaluation and underwriting of prospective acquisitions and development opportunities.
- Structure transactions utilizing 4% and 9% LIHTCs, tax-exempt bonds, conventional and agency debt, soft financing, grants, and other affordable housing funding sources.
- Evaluate Qualified Allocation Plans (QAPs), scoring criteria, funding programs, and competitive dynamics across targeted states.
- Lead projects through the full development lifecycle, including site identification, acquisition, due diligence, entitlement, financing, tax credit applications, closing, construction, lease-up, and stabilization.
- Coordinate with internal and external legal, finance, construction, design, property management, and investment partners.
- Negotiate purchase agreements, partnership agreements, financing terms, development agreements, and other transaction-related documents.
- Prepare investment recommendations, financial analyses, development budgets, schedules, and presentations for senior leadership and investment committees.
- Build and maintain a strong pipeline of actionable development opportunities.
- Help establish the processes, relationships, and infrastructure necessary to build a scalable national affordable housing development platform.
- Monitor changes in affordable housing policy, LIHTC programs, financing markets, and state and federal funding opportunities.
Ideal Candidate
- Significant experience in affordable housing development with a strong emphasis on LIHTC transactions.
- Demonstrated track record of sourcing and successfully closing affordable housing development deals.
- Strong understanding of both 4% and 9% LIHTC transactions and the broader affordable housing capital stack.
- Experience working with state housing finance agencies and navigating QAPs and competitive tax credit allocation processes.
- Established relationships throughout the affordable housing industry.
- Strong financial and development underwriting capabilities.
- Experience managing transactions from initial sourcing through financing, closing, construction, and stabilization.
- Ability to evaluate new geographic markets and identify attractive development opportunities.
- Entrepreneurial mindset with the ability to operate effectively in a growing platform rather than an established development department.
- Strong negotiation, communication, relationship-building, and project leadership skills.
- Bachelor's degree in real estate, finance, accounting, business, economics, or a related field preferred.
