Job Title:

VP, Mastercard Transaction Services, US BSA/AML Officer

Overview:

MTS Overview:
Mastercard Transaction Services (MTS) and its subsidiaries are the legal entities under which all of Mastercard’s licensed money transfer and payment initiation services are conducted, reporting into the Commercial and New Payments Platform (CNPF) division. The MTS business unit and shared services functions include:
• Payment/Money transmitter licenses for operating payments in defined jurisdictions
• Contract definition (T&Cs) specific to the MTS entity and its geographies
• Settlement accounts and related services
• Compliance services such as due diligence, sanctions screening, AML, fraud management
• Regulatory reporting to relevant authorities

MTS US is the licensed entity managing payments activity for US and international customers. The role of the US BSA Officer is to oversee a robust AML/CFT/Sanctions program in compliance with the Bank Secrecy Act, ensuring effective detection and prevention of money laundering. The candidate will also drive customer experience initiatives within the compliance framework, requiring innovation, problem-solving, and a customer-centric mindset.

Role Summary:

The US BSA Officer must possess expertise in AML/BSA compliance and report quarterly to the MTS US Board on the program’s status. This role involves working within a diverse, matrixed team across multiple stakeholders and requires excellent communication skills to influence senior stakeholders. As MTS expands, the BSA Officer will be pivotal in elevating the BSA control framework.

Key Responsibilities:

  1. Report and collaborate with the MTS Chief Compliance Officer on the effectiveness of the compliance program.
  2. Review relevant laws and regulations including BSA/AML, USA Patriot Act, and OFAC.
  3. Conduct risk assessments to identify BSA/AML risks and develop controls.
  4. Maintain and review compliance policies and procedures with the Board.
  5. Ensure staff and Board training on relevant regulations.
  6. Serve as a subject matter expert on BSA/AML/OFAC issues.
  7. Lead regulatory examinations and audits, coordinating responses.
  8. Support business with customer due diligence and risk mitigation.
  9. Analyze regulatory findings and share lessons learned with the Board.
  10. Contribute to the development of the broader compliance strategy.
  11. Act as Money Laundering Reporting Officer (MLRO) for the MTS Canada entity.
  12. Oversee the Digital Currency Enablement Director and Compliance Bitlicense project.
  13. Collaborate with Legal, Regulatory, Compliance, and Business units on strategic initiatives.

Qualifications:

  • Excellent communication skills for documentation, reports, and presentations.
  • Experience in a regulated environment.
  • Process identification and mapping skills.
  • Knowledge of SharePoint development.
  • Experience with process automation and technology for efficiency.
  • Proficiency in MS Office (PowerPoint, Excel, Visio).
  • Confident communicator at all organizational levels.
