Job description

ROLE:

The Vice President of IT PMO and Business Transformation is a strategic technology and business leader responsible for establishing and leading a best-in-class Program Management Office (PMO) while driving enterprise-wide transformation initiatives at TridentCare. This executive will develop and implement formal demand management, prioritization, and planning processes that align IT investments with measurable business outcomes.

This role will partner closely with executive leadership across the enterprise to define and deliver a portfolio of high-impact programs that enable operational scale, improve efficiency, and support TridentCare’s mission of delivering high-quality care in the home. A core focus of this role is driving the transformation of deeply rooted, legacy business processes to align with modern technologies—streamlining, standardizing, and enabling automation. Leveraging expertise in frameworks such as Six Sigma, Lean, TQM, Jobs to be Done, or Outcomes-Driven Innovation, this leader will champion continuous improvement, process optimization, and business alignment. Reporting to the Chief Information Officer (CIO), the Vice President will be a key advisor and integrator across the business and technology landscape.

TASKS AND RESPONSIBILITIES:

PMO Leadership & Governance

•Establish and lead an enterprise IT PMO, including operating model, governance framework, tools, templates, and reporting structures.

•Serve initially as a hands-on individual contributor responsible for launching core PMO functions, with the expectation of building and scaling a high-performing team over time.

•Ensure project delivery excellence through standardization of methodologies, quality assurance, and risk management practices.

IT Demand Management & Prioritization

•Develop and operationalize an enterprise-wide IT demand intake and prioritization process.

•Partner with business and functional leaders to assess requests, define value, and align project execution with strategic priorities.

•Implement portfolio planning and resource capacity management tools to drive visibility and alignment.

Business Transformation & Continuous Improvement

•Lead cross-functional transformation efforts focused on improving business processes, reducing waste, and enhancing performance.

•Transform entrenched legacy business processes to align with and be enabled by modern technology platforms.

•Apply proven methodologies such as Six Sigma, Lean, TQM, Jobs to be Done, or Outcomes-Driven Innovation to drive sustainable change.

•Build internal capabilities for process excellence through coaching, training, and knowledge transfer.

Strategic Business Partnership

•Collaborate with executive stakeholders to define measurable goals for initiatives and ensure alignment with enterprise strategies.

•Drive ROI-focused decision-making by establishing business case development frameworks and value realization models.

•Serve as a trusted advisor to the CIO and other leaders in shaping technology-enabled business outcomes.

Performance Tracking & Reporting

•Design and implement robust reporting dashboards and executive-level scorecards for project portfolio performance.

•Monitor progress, risks, interdependencies, and benefits realization across all programs.

•Communicate effectively with executive leadership on program status, priorities, and escalations.

KNOWLEDGE/SKILLS/ABILITIES:

•15+ years of experience in IT program management, enterprise transformation, or business operations, with at least 7 years in senior leadership roles.

•Proven success establishing and scaling PMO functions in complex, distributed organizations.

•Demonstrated ability to lead modernization efforts and transform entrenched legacy processes into standardized, automated solutions.

•Deep experience implementing IT demand intake, planning, and ROI-based prioritization processes in partnership with business stakeholders.

•Expertise in transformation methodologies such as Lean, Six Sigma, TQM, Jobs to be Done, or Outcomes-Driven Innovation.

•Strong understanding of enterprise IT portfolios, cross-functional business operations, and technology delivery models.

•Exceptional communication and collaboration skills with experience influencing senior executives.

•Bachelor’s degree in Business, Information Technology, Engineering, or a related field preferred; equivalent combination of education and relevant experience will be considered.

Core Competencies:

•Strategic Vision: Ability to translate business strategy into an actionable transformation and portfolio roadmap.

•Operational Discipline: Strong execution focus, capable of delivering complex programs on time, on budget, and within scope.

•Transformational Leadership: Demonstrated success in modernizing legacy operations through process and technology alignment.

•Business Acumen: Skilled in working with business leaders to define value, build consensus, and deliver measurable impact.

•Analytical Thinking: Adept at building ROI models, benefit frameworks, and performance dashboards to guide decision-making.

•Collaborative Influence: Builds alignment across diverse stakeholders and effectively manages conflict and competing priorities.

•Execution Excellence: Demonstrated ability to build PMO capabilities from the ground up and lead through hands-on execution during early-stage development.
