Overview
Steampunk is seeking a VP, Growth and Delivery to lead the company’s senior delivery and technical talent in accelerating growth and ensuring execution excellence across our Federal client work. Reporting to the Chief Technology Officer within the Office of Technology and Innovation, this leader directs a team of Practice Leads and Distinguished Technical Fellows spanning DevSecOps and Software Development, Data and Artificial Intelligence, Cybersecurity, Enterprise IT, Digital Platforms, and Design and Strategy. The VP serves as the primary point of engagement for senior support to the company’s four business portfolios, ensuring our deepest expertise, technical and programmatic, is focused on the most important growth opportunities and delivery priorities.
Responsibilities
This is a player-coach role, weighted toward program leadership rather than hands-on engineering. The VP leads and develops a team of practice leaders while personally contributing to Steampunk’s most strategic pursuits and most critical delivery programs. We are looking for candidates with fifteen or more years of experience who have run large, complex programs, earned the trust of sales and delivery leadership, and can make clear, defensible decisions about where scarce expertise, technical or programmatic, is best applied. The VP acts as the bridge between the Office of Technology and Innovation and the business, working alongside Client Relationship Executives, capture and sales teams, Operations Directors, Program Managers, and program leads to win the right work and deliver it well.
Responsibilities
Team Leadership and Portfolio Engagement
- Leads, mentors, and manages a team of Practice Leads and Distinguished Technical Fellows across Steampunk’s core practices
- Serves as the first point of engagement for the company’s four business portfolios, triaging requests for senior support across growth and delivery
- Owns prioritization and capacity management, aligning talent to the highest-value opportunities, and coordinates with portfolio leadership on trade-off decisions when demand exceeds capacity
- Establishes an intake, prioritization, and reporting cadence, and reports on team allocation, impact, and outcomes
- Recruits and develops senior talent to strengthen practice depth and succession
Growth
- Partners with Client Relationship Executives, capture managers, and sales teams to shape opportunities, develop win themes, and craft differentiated solutions for strategic pursuits
- Directs proposal content and solutioning for priority RFIs, RFPs, orals, and technical challenges, drawing on practice leads for technical depth where needed
- Engages clients and prospects as a senior advisor, including executive briefings and discovery sessions
- Ensures proposed solutions are feasible, executable, and aligned with delivery capacity, contract type, and budget
- Works with practice leads to define and demonstrate Steampunk’s technical point of view and offerings to the Federal market
Delivery Excellence
- Partners with Operations Directors, Program Managers, and Project Managers to ensure delivery programs meet high standards of quality, security, and client outcomes
- Deploys practice leads and fellows to support architecture reviews, program health assessments, and recovery of challenged programs
- Handles difficult client situations and advises client executives and program leadership
- Oversees procurement, vendor management, and risk management on assigned programs and budgets exceeding one hundred million dollars
- Champions the reuse of accelerators, reference architectures, and proven delivery patterns, and contributes them to the Design Intelligence framework
Communities of Practice
- Provides oversight to OTI’s practice leads and distinguished technical fellows in their leadership of the company’s communities of practice, supporting consistent skill development, culture, and career growth across delivery personnel
- Drives knowledge sharing and reusable assets harvested from client delivery
- Fosters responsible adoption of emerging technologies, including AI-enabled delivery, across client programs
Qualifications
- Ability to obtain a U.S. government security clearance
- Bachelor’s degree in business, IT, or a related field, or equivalent experience
- Fifteen or more years of experience leading large-scale programs or business units in a federal consulting environment, including experience managing budgets of one hundred million dollars or more
- Five or more years leading senior staff, including leading other leaders
- Demonstrated experience directing delivery across Agile and DevSecOps methodologies, with enough working familiarity across DevSecOps, Data and AI, Cybersecurity, Enterprise IT, Digital Platforms, and Design and Strategy to direct practice leads credibly in each
- A demonstrated track record supporting federal business development, including capture, solutioning, proposal development, and orals, with measurable contribution to wins
- Experience with procurement, vendor management, and risk management on large programs
- Executive presence and strong communication skills with client executives, internal leadership, and delivery teams
- Working knowledge of the federal IT compliance and delivery landscape, for example RMF and ATO, FedRAMP, FISMA, and Section 508
- Willingness to work primarily in the Washington, DC metro area with significant office and client site presence
Preferred
- Master’s degree in a technical or business field
- Active U.S. government security clearanceAgile certifications such as SAFe SPC, SASM, or SA
- Experience supporting clients across the Department of War, National Security, Homeland Security, Federal Civilian, and Health sectors
- Experience building or leading communities of practice, centers of excellence, or coaching and mentorship programs
- Experience applying AI, including generative and agentic AI, to program delivery
- Experience with human-centered design methodologies
- Published thought leadership or industry speaking experience
