Job summary

Enterprise Community Partners seeks a senior leader to set guidance on federal supply-side housing policy, including LIHTC, CDFI Fund, and housing finance. The AVP will drive strategy, manage multiple reports, and coordinate cross‑organisational policy efforts to advance affordable housing.

The role sits on the Government Relations and Advocacy team and requires strong communications, coalition-building, and policy execution capabilities in a national context.

Qualifications

  • Deep understanding of housing and community development policies including LIHTC, CDFI Fund, Energy and resilience policy.
  • Exceptional leadership, strategy, and management skills with prior staff experience.
  • Experience in federal policy development; preference for Congress or Executive branch exposure.
  • Longstanding relationships with policy makers across legislative and executive branches.
  • Experience with Treasury, housing finance, CRA and relevant policy spaces is required.

Responsibilities

  • Lead the development and execution of Enterprise’s federal supply-side policy and advocacy agenda across multiple programs (LIHTC, NMTC, Opportunity Zones, CDFI Fund, Capital Magnet Fund).
  • Coordinate supply-side policy work across organizational units and with state and local policy teams to identify high-impact engagements.
  • Lobby on statutory/regulatory priorities with federal branches; engage with external partners and coalitions.
  • Serve as a subject matter expert on the federal policy landscape and inform ambitious policy efforts across divisions.
  • Develop internal/external communications and research content with External Affairs to advance advocacy goals.
